This book investigates whether a power shift has taken place in the Asia-Pacific region since the end of the Cold War. By systematically examining the development of power dynamics in Asia-Pacific, it challenges the notion that a wealthier and militarily more powerful China is automatically turning the regional tides in its favour. With a special emphasis on Sino-US competition, the book explores the alleged linkage between the regional distribution of relevant material and immaterial capabilities, national power and the much-cited regional power shift. The book presents a novel concept for measuring power in international relations by outlining a composite index on aggregated power (CIAP) that includes 55 variables for 44 regional countries and covers a period of twenty years. Moreover, it develops a middle power theory that outlines the significance of middle powers in times of major power shifts. By addressing political, military and economic cooperation via a structured-focused comparison and by applying a comparative-historical analysis, the book analyses in depth the bilateral relations of six regional middle powers to Washington and Beijing.

The term "middle power" is conceptually fragile. Some scholars have even argued for abandoning it. This book argues that the concept needs to be analysed more profoundly and that new analytical tools need to be developed to better understand the phenomenon. The traditional approach, based on Western states, is insufficient and has become increasingly irrelevant in a transformed global environment. Instead of drawing from a single theory of international relations, the contributors have chosen to build upon a wide range of theories in a deliberate demonstration of analytic eclecticism. A pluralistic approach provides stronger explanations while remaining analytically and intellectually rigorous. Many of the theory contributions are reconsidering how the largely "Western" bases of such theorising need revising in light of the "emerging middle powers", many of which are in Asia. Presenting a strong argument for studying middle powers, this book explores both the theory and empirical applications of the concept by rethinking the definition and characteristics of middle powers using a range of case studies. It examines changes in the study of middle powers over the last decade, proposing to look at the concept of middle powers in a coherent and inclusive manner. Finally, it aims to further the discussion on the evolution of the international system and provides sound conclusions about the theoretical usefulness and empirical evolution of middle powers today.

This book introduces the editors’ new concept of “Awkward Powers”. Great power competition is back on the world stage, and today’s international system is home to regional influences on great power relations that cannot be ignored. The United States’ unipolar moment is long over, and China’s hegemonic ambitions find expression in a comprehensive global competition with the US that plays out across multiple spheres of world politics. The US-China rivalry can be felt in geostrategic, economic, governance, diplomacy, intelligence, and technological spheres, to name a few. Most accounts of China-US relations in the context of great power conflict emphasize the many ways in which this rivalry has a ripple effect across the globe, with an impact upon the relations and interests of smaller powers. And while these effects are considerable and important, this book contends that attention must also be paid to the ways in which smaller, regional states have the potential to shape this great power rivalry. Put simply, great powers both shape, and are shaped by, smaller states. Any understanding of contemporary great power relations between the US and China requires both a top down, but also a bottom up consideration of the interplay between great powers and regional ones. Often the interests of regional powers are rooted in domestic considerations such as their identities and national interests, and these influences transcend borders and often have an impact upon the great powers. This book considers these smaller, regional actors and attempts to measure the extent to which they influence the US-China rivalry. For this study, constructivist theory, which prioritizes the agency that regional powers enjoy, is loosely used as a tool to enable a more robust and comprehensive understanding of the influences on the contemporary great power relationship. Each of the book’s chapters represents a region, or part of a region, that enjoys a considerable impact upon US-China relations.

Security Strategies of Middle Powers in the Asia Pacific examines what drives the different regional security strategies of four middle powers in the Asia Pacific: Australia, Indonesia, South Korea and Malaysia. Drawing on the extant middle power literature, the authors argue that the regional security strategies of middle powers could take two forms, namely, functional or normative. A functional strategy means that the middle power targets its resources to address a specific problem that it has a high level of interest in, while a normative strategy refers to a focus on promoting general behavioural standards and confidence building at the multilateral level. This book argues that whether a middle power ultimately employs a more functional or normative regional security strategy depends on its resource availability and strategic environment.
