Agricultural nutrients are a possible pollutant of (ground)water bodies.For prevention and control purposes, the European Nitrate Directive (91/676/EC) was issued, which was implemented in The Netherlands by means of the Mineral Accounting System (MINAS). MINAS tracks nutrient flows on farms and taxes farmers with high nutrient surpluses. The taxes are such, that MINAS can pose a threat to the financial viability of individual farms. In order to prevent taxation, farmers will have to alter nutrient management on their farm in an economically sound manner.To assess the (financial) feasibility of the MINAS-surplus standards a project called 'Farm Data in Practice' (Project Praktijkcijfers in Dutch) was initiated by the Dutch government in co-operation with farm organisations. The research presented in this thesis describes an empirical analysis of the relationship between farm and farmer characteristics, the way nutrients are managed on the farm, and the financial consequences, based.

This chapter introduces the concept of ecosystem services in agriculture by classifying and comparing different types of farming. It distinguishes fossil-fuel-based and ecosystem-based systems. Agroecology and integrated farming are two ecosystem-based systems. Their principles and characteristics are defined. Their implementation often requires a recapitalization of ecosystems in soil organic matter and ecological infrastructures. As scientific activities, they are often involved in action and based on a holistic and participatory approach with pilot farms. Examples of this type of research activities are presented. Changes are needed in Belgian and European agricultural systems notably because they are based on massive use of fossil fuels and imports of animal feed from other continents. In addition to expected price increases of these inputs, a self-sufficiency rate is desirable. Intensive systems also have a negative impact on the environment. Policy options are proposed for implementing a fast transition to more agroecological systems.

Agriculture is changing rapidly. The greatest current challenge to the agricultural sector is for it to become sustainable in all three of the dimensions profit, people and planet. This is certainly the case in highly urbanized countries like the Netherlands, where agriculture is confronted with high land prices, rising consumer concerns for issues like animal welfare and negative environmental effects but also with new demands from the city for recreation, health care and local food products. These are some of the developments in our society that are forcing agriculture to change. The government, farmers, the agri-food industry and the retail sector struggle to meet this challenge and find new forms of governance. In the Netherlands, the government has called for a ‘transition towards sustainable agriculture’ and it is investing in this programme with its research and education policy. Similar trends have been observed in other countries. This book presents the expertise that has been accrued from at least five years of Dutch research in this area. The aim is to collate the results of the experiments, to learn from them, to confront them with existing theory and to share them with a larger audience in order to foster learning about transition. Given the leading position of the Netherlands in global agriculture, in a highly urbanized setting, and its leading position in the study of transition theory this should be of significant interest to students and researchers of the transitions in agriculture.
