Comparing non-governmental organizations (NGOs) in the United Nations and the European Union across a range of different issue areas, this volume examines how the choice of venue and institution affects the strategies of NGOs. Despite significant differences with respect to their scope, membership as well as their institutional rules, the authors find that the UN and the EU have surprisingly similar effects on civil society organizations and regulate access in such a way that it significantly constrains the agency of NGOs. From Global to Grassroots looks at how transnational activism aimed at combating violence against women is used to instigate changes in local practice. Focusing on the case of the European Union, this book provides empirical and intersectional feminist analysis to demonstrate the transnational processes that connect global and grassroots advocacy efforts. It does this by taking an in-depth look at the roles played by regional organizations and networks in efforts to address violence against women. Over the past decades, the complex and evolving system of EU multilevel governance has provided new venues for women's transnational activism. Despite a predominantly economic focus, the EU has undertaken various initiatives that utilize different tools of authority to combat violence against women. This book first traces the processes by which violence against women became a European Union issue, examining the role played by global movements and organizations as well as European advocates within and outside of EU institutions. Second, it explores and analyzes the different strategies that the EU has utilized to influence its member and candidate states to change their practices. Third, it evaluates the impact that these strategies have had at the local level by investigating the interaction of international and regional efforts with domestic characteristics. The geographic and institutional variation found in the EU makes it a particularly rich case study for comparing the way that different strategies, power relationships, and domestic circumstances interact to provide a range of responses in member and candidate states. While other studies have emphasized formal policy change as evidence that domestic change has occurred, From Global to Grassroots looks beyond the rhetoric to examine the extent to which violence against women is addressed on the ground, paying special attention to the disparate impact strategies may have on particular groups of women.

This book examines the evolution towards increased supranational governance in the EU’s Area of Freedom, Security and Justice (AFSJ). At the end of 2009, a successor programme to the Tampere and Hague Programmes was developed under the Swedish Presidency. Called the ‘Stockholm Programme’, it was adopted at a special EU Council Summit on 10-11 December 2009. The new agenda covers the period 2010-2014 and emphasises six areas of priority. In the context of these priorities, as well as the innovations introduced by the Lisbon Treaty, this edited book analyses policy change in the AFSJ, especially as it has been affected by the rise of supranational governance in this domain. From police cooperation and crime fighting to border management and counter-terrorism, much has changed, and the EU has taken yet another step forward in the direction of supranational governance. However, the various contributions also highlight that there are still problems and challenges remaining for the AFSJ. Collectively, this book considers how consequential the Lisbon Treaty has been for the AFSJ, as well as how successful the EU has been in achieving its stated goals as expressed in the Stockholm Programme. Thus, this book makes a significant contribution to the scholarly investigation of the AFSJ, but also to the study of European integration in general. This book was published as a special issue of the Cambridge Review of International Affairs.

In a deeply iniquitous world, where the gains from trade are distributed unevenly and where trade rules often militate against progressive social values, human health, and sustainable development, NGOs are widely touted as our best hope for redressing these conditions. As a critical voice of the poor and marginalized, many are engaged in a global struggle for democratic norms and social justice. Yet the potential for NGOs to bring about meaningful change is limited. This book examines whether improvements in participatory opportunities for progressive NGOs results in substantive and normative policy change in one of the major trading powers, the European Union. Hannah advances a constructivist account of the role of NGOs in the EU’s trade policymaking process. She argues that NGOs have been instrumental in providing education, raising awareness, and giving a voice to broader societal concerns about proposed trade deals, both when they take advantage of formal participatory opportunities and when they protest from the streets and in the media. However, the book also highlights how NGO inputs are mediated by the social structure of global trade governance. Epistemes—the background knowledge, ideological and normative beliefs, and shared assumptions about how the world works—determine who has a voice in global trade governance. Showing how NGOs succeed only when their advocacy conforms broadly to the dominant episteme, this book will be of value to scholars and students with an interest in NGOs and international trade negotiations. It will also be of interest to policymakers, national trade negotiators, government departments, and the trade policy community.
