Auf der internationalen Bühne sind wichtige politische Akteure auch die internationalen Organisationen, die Normbildung einleiten und orga- sieren und internationale Übereinkommen zur Unterzeichnung durch Nation- staaten vorbereiten (UNO, Europarat, Internationale Arbeitsorganisation IAO, Welthandelsorganisation WTO, aber auch die formal zur Exekutive gehörende EU-Kommission). Der Europäische Gerichtshof ist bei der Auslegung und 1 Schaffung 'europäischer Rechtsbegriffe' ebenfalls eine wichtige Instanz. Zum 'Rechtsstab' (Weber 1972 [1922]: 17) gehören weitere Akteure, die mit der Implementation von Rechtsnormen und deren Sanktionierung betraut sind (Gerichte, Polizei, Ausländerbehörden, Verwaltung, Sozialverwaltung' 'Fina- kontrolle Schwarzarbeit' des Zolls etc. ). Pflegebedürftige befinden sich hier in einer Dopp- rolle: Sie sind einerseits selbst sozialleistungsbedürftig und LeistungsempfängerIn, andererseits sind sie Arbeitgeber oder Auftraggeber auf dem Pflegemarkt - dies führt zu Ambivalenzen und Rollenkonflikten. Vermittlungsagenturen bearbeiten das 'Matching' von Arbeitskräften für Pflegehaushalte transnational und sind eine Organisationsform, die eine wichtige Rolle für die Migration von Ha- haltsbeschäftigten spielt (vgl. This book examines the commercialisation of domestic and care work through private agencies that organise transnational care arrangements by brokering migrant workers. The book focuses on the emergence of private for-profit home care agencies following the 2011 extension of the Free Movement of Workers to Eastern European Countries agreement in Switzerland. The agencies recruit migrant women from these countries and place them in private households for elderly care. This book explores how circular labour migration for these care workers is facilitated. In the form of a mobile ethnography, it traces their journey from Eastern European countries to Switzerland – from when care workers find employment and are recruited by agencies to when they arrive at their designated households. From the agencies’ analytical standpoint, the book examines the recruitment and placement practices of the home care agencies and their role in facilitating migration. Brokering Labour Migration offers an understanding of new migration patterns and highlights fundamental changes in migration control with the extension of free movement of workers in Switzerland to lower-wage countries in Eastern Europe. As populations age around the world, increasing efforts are required from both families and governments to secure care and support for older and disabled people.At the same time both women and men are expected to increase and lengthen their participation in paid work, which makes combining caring and working a burning issue for social and employment policy and economic sustainability. International discussion about the reconciliation of work and care has previously focused mostly on childcare. Combining paid work and family care widens the debate, bringing into discussion the experiences of those providing support to their partners, older relatives and disabled or seriously ill children. The book analyses the situations of these working carers in Nordic, liberal and East Asian welfare systems.
