"How do individuals protect and provide for themselves in a world where so many people live, work, study, and retire outside their countries of citizenship and where many states are reneging on their contract to provide basic social welfare to their citizens? The conventional wisdom is that access to social protections is limited by proximity-membership in the nation-state of residence via citizenship, geographic proximity to the distribution of services within a given territory, and embeddedness in specific local family or social networks all place natural limits on the availability of social protection. We believe this conventional wisdom is sorely out of date. How and where people earn their livelihoods, the communities with which they identify, and where the rights and responsibilities of citizenship get fulfilled has changed dramatically. Societies are increasingly diverse-racially, ethnically, and religiously, but also in terms of membership and rights. There are increasing numbers of long-term residents without membership who live for extended periods in a host country without full rights or representation. There are also more and more long-term members without residence who live outside the countries where they are citizens but continue to participate in the economic and political life of their homelands. There are professional-class migrants who carry two passports and know how to make claims and raise their voices in multiple settings, but there are many more poor, low-skilled, and undocumented migrants who are marginalized in both their home and host countries. Our book analyzes how these changes are transforming social welfare as we know it. We argue that a new set of social welfare arrangements has emerged that we call Hybrid Transnational Social Protection (HTSP). We find that HTSP sometimes complements and sometimes substitutes for traditional modes of social welfare provision. Migrants and their families unevenly and unequally piece together resource environments across borders from multiple sources, including the state, market, nongovernmental organizations (NGOs) and their social networks. Local, subnational (i.e., states and provinces), national, and supranational actors (i.e., regional and international governance bodies) are all potential providers of some level of care. Changing understandings of how and where rights are granted that go beyond national citizenship will aid migrants and non-migrants in their efforts to protect themselves across borders. In fact, we suggest four logics upon which rights are based: the logic of citizenship, the logic of personhood/humanity, the logic of the market, and the logic of community. The conflicts between these different logics are at the core of the contemporary controversies and conflicts over what we can and what we should do to protect dispersed individuals and families from risk, danger, and precarity"--

The social question is back. Yet today's social question is not primarily between labour and capital, as it was in the nineteenth century and throughout much of the twentieth. The contemporary social question is located at the interstices between the global South and the global North. It finds its expression in movements of people, seeking a better life or fleeing unsustainable social, political, economic, and ecological conditions. It is transnationalized not only because migrants and their significant others entertain ties across the borders of national states, staying in touch with family and friends, receiving or sending financial remittances in transnational social spaces. Also of importance are cross--border recruitment schemes for workers and the cross-border diffusion of norms appealed to in the case of migration--for example, the social right to decent work as a human right. Moreover, migration can become an issue of inclusion or exclusion in fields important to life chances in the emigration, transit, or immigration states--a transnationalization of national states. And, as in the nineteenth century, political conflicts arise, constituting the social question as a public concern. In earlier periods class differences dominated conflicts. While class has always been criss-crossed by manifold heterogeneities, not least of all cultural ones around ethnicity, religion, and language, it is these latter heterogeneities that have sharpened in situations of immigration and emigration over the past decades. Casting a wide net in terms of conceptual and empirical scope, this book tackles both the social structure and the politics of social inequalities. It sets a comprehensive agenda for research which also includes the public role of social scientists in dealing with the transnationalized social question.

When immigrants to the United States need to learn English, receive health services, open a bank account or get a work certification, US state and local governments or non-profit organizations usually assist as part of the process of supporting immigrant integration and, ultimately, citizenship. But over the past two decades, Mexico, and other origin countries of migrants have been increasingly filling gaps in these activities through their consular representations, particularly focusing on populations with precarious legal status. Put in the larger context of diaspora policies, these practices -- focused on establishing closer ties between the origin country and the emigrant population and protecting their rights through the provision of social services -- are one of the clearest manifestations of the reconceptualization of the boundaries of citizenship and the rights and obligations that come with it. This book looks at citizenship and immigrant integration from the perspective of countries of origin: specifically the processes through which Mexico and other Latin American countries are establishing programs to give their emigrant populations better access to education, health, banking, labor rights, language acquisition and civic participation in the United States. While immigrant integration is often assumed as an issue that mainly concerns the population and institutions of the country of destination, these cases demonstrate the role that origin countries play in supporting migrants' access to opportunities to participate as members of the societies they are a part of, challenging the limits of citizenship and sovereignty, and offering examples of innovative practices in the protection of migrants' rights. As an area of migration governance that is rarely discussed, this book offers a critical evaluation of these programs and their impact on emigrants, particularly on those who are undocumented or have precarious legal status, and the collaborations between governments and civil society groups on which the programs are based.
