La Ley 19/2013, de 9 de diciembre, de transparencia, acceso a la información pública y buen gobierno (LTE) tiene un ámbito subjetivo de aplicación muy amplio, que incorpora no solo a la Administración pública y a otros sujetos públicos, sino también a diversas entidades de naturaleza privada que tienen una especial conexión con la Administración. El presente trabajo estudia el derecho de acceso a la información que los ciudadanos pueden ejercer frente a las entidades privadas del sector público, las corporaciones de derecho público o los sujetos puramente privados que prestan servicios públicos, ejercen potestades administrativas o celebran contratos con el sector público. Se analizan tanto las razones que justifican la sujeción de cada una de estas entidades a la transparencia como el alcance del derecho de acceso a la información que tienen en su poder, a la luz de la copiosa doctrina jurisprudencial, del Consejo de Transparencia y Buen Gobierno y de sus homólogos autonómicos emanada desde la aprobación de la LTE.

La formacion del Estado nacional mexicano ha sido un tema muy frecuentado por historiadores y sociologos, pero solo ha sido abordado de manera marginal desde el mirador propio de la ciencia politica. The tension between national security and freedom of expression and information is both acute and multifaceted. Without national security, basic human rights are always at risk. On the other hand, the tendency of governing elites to confuse `the life of the nation' with their own survival has often resulted in excessive restrictions on expression and information, as well as other fundamental rights. A proper balance between secrecy and liberty requires a vigilant press and an independent judiciary. It also requires greater clarity than currently exists as to how competing rights and interests should be weighed. This book addresses that gap. Its centerpiece is a set of Principles drafted by a group of international and national law experts, many of whom contributed chapters, to guide governments, courts and international bodies in how to strike a proper balance. The Principles have been widely endorsed, among others by United Nations experts on freedom of expression and independence of judges and lawyers. Sixteen country studies - profiling, among other states, Albania, Chile, China, Egypt, France, Germany, India, Israel, Japan, Norway, South Africa, South Korea, Turkey, the United Kingdom, the United States, and the Federal Republic of Yugoslavia - explore the tremendous diversity of national security doctrines and the penal and other measures aimed at suppressing allegedly secret information and speech claimed to be subversive, separatist or otherwise dangerous. Five chapters examine the cases considered and approaches taken by the UN Human Rights Committee, three regional human rights bodies, and the European Court of Justice. This report from the Select Committee on Modernisation of the House of Commons (HCP 282, session 2007-08, ISBN 9780215521675), focuses on regional accountability. The Governance of Britain Green Paper (Cm. 7170, ISBN 9780101717021) put forward proposals for improved democractic accountability and scrutiny of the delivery of public services in the English regions. The Committee, in this report, has concluded that there is clear evidence of an accountability gap at regional level. Regional Development Agencies (RDAs), although accountable to ministers, still conduct many activities that are not subject to a regular, robust scrutiny, and the Committee believes more should be done to monitor the delivery of services. With this in mind, the Committee recommends the establishment of a system of regional select committees, with one select committee for each of the administrative regions in England, with the exception of London. Further, the Committee recommends that up to two regional grand committee meeting should take place in each session for each of the 8 regions. To avoid an adverse impact on House Members' other commitments, membership of regional committees should consist of 10 Members in total. This report therefore sets out a desirability of establishing new structures within the House of Commons to improve regional accountability and Parliamentary scrutiny.
