Corruption and poor governance are acknowledged as major impediments to realizing the right to education and to reaching the Millennium Development Goal of universal primary education by 2015. Corruption not only distorts access to education, but affects the quality of education and the reliability of research findings. From corruption in the procurement of school resources and nepotism in the hiring of teachers, to the buying and selling of academic titles and the skewing of research results, major corruption risks can be identified at every level of the education and research systems. Conversely, education serves as a means to strengthen personal integrity and is a critical tool to address corruption effectively. The Global Corruption Report (GCR) is Transparency International’s flagship publication, bringing the expertise of the anti-corruption movement to bear on a specific corruption issue or sector. The Global Corruption Report on education consists of more than 70 articles commissioned from experts in the fields of corruption and education, from universities, think-tanks, business, civil society and international organisations. The Global Corruption Report on education and academic research will provide essential analysis for understanding the corruption risks in the sector and highlight the significant work that has already been done in the field to improve governance and educational outcomes. This will be an opportunity to pull together cutting edge knowledge on lessons learnt, innovative tools and solutions that exist in order to fight corruption in the education sector.

Corruption, often seen as the main hindrance to development and growth in many societies, has led to greater demand for accountability and transparency in how governments conduct their businesses. This text examines the impact of Transparency International’s Corruption Perceptions Index and whether or not the CPI and hence TI matter. It explores three areas: the world’s political and economic responses and Jamaica’s policy responses to the CPI. Jamaica is selected for a case study due to its high CPI rating from TI; Jamaica is a country that has strong anti-corruption laws but, nonetheless, sees its CPI ranking worsen almost yearly. Taking into consideration the importance scholars and policymakers give to corruption’s effect on development, the findings show that the CPI—the most cited corruption index—does not change the behavior of world’s political and economic policymakers. Although the index is published yearly, there is no measured change as it regards political and economic policymakers. Nonetheless, Jamaican policymakers pay significant attention to their performance on TI’s CPI. Transparency International’s CPI is used as the authoritative tool to assess countries’ corruption perceptions scores by both international governments and several international agencies. The use and reference of TI’s CPI does not translate as the main factor in regards to the increase and or decrease of aid flow. Surprisingly, there was no evidence that the CPI affected the credit rating and or investment flow into Jamaica. It did indicate, however, that TI’s CPI is reflective of the global market perceptions of Jamaica’s economy. Research shows that the index does change policy responses in Jamaica as government officials across varying agencies pay attention to the index and the progression and or worsening of the country’s score.

This book examines how insufficient policies can lead to the alleged abuse of power in organisations. When independent ethical structures and processes are missing or weak, practices of abuse, misconduct and cover-ups can easily arise at the leadership level. Even organisations that specialise in good governance are no exception, as illustrated by this case study on arguably the world’s most influential anti-corruption NGO, Transparency International (TI). Written by the former Managing Director of Transparency International, this book chronicles its ethical breakdown over a 5-year period starting in 2015. By comparing TI’s whistleblower policies with its internal whistleblower practices, it demonstrates how the organisation gradually became trapped in a vicious cycle of secrecy, corruption and lies. The author chronologically tracks TI’s practices, drawing on 12 whistleblower complaints filed with TI since 2017, as well as communications with TI, international donor agencies, and other international civil society organisations from 2015 to 2020 to do so. The chronological format aptly reveals the snowball effect that ethical weaknesses can create over time, as well as the emotional warfare that whistleblowers are typically subjected to. The unfolding chronology also shows what it means to be a whistleblower for an organisation that avoids public transparency, reporting on and scrutiny of its own practices.

The global response to climate change will demand unprecedented international cooperation, deep economic transformation and resource transfers at a significant scale. Corruption threatens to jeopardise these efforts. Transparency International's Global Corruption Report: Climate Change is the first publication to comprehensively explore such corruption risks. More than fifty leading experts and practitioners contribute, covering four key areas: governance: investigating major governance challenges towards tackling climate change mitigating climate change: reducing greenhouse gas emissions with transparency and accountability adapting to climate change: identifying corruption risks in climate-proofing development, financing and implementation of adaptation forestry governance: responding to the corruption challenges plaguing the forestry sector, and how these challenges need to be integrated into current international strategies to halt deforestation and promote reforestation. The Global Corruption Report: Climate Change provides essential policy analysis to help policy-makers, practitioners and other stakeholders understand these risks and develop effective responses at a critical point in time when the main architecture for climate governance is being developed.
