There is currently considerable concern with limiting the growth of transport demand, the use of resources and related pollution. This book makes a major contribution to the debate on transport and the environment and is likely to become a benchmark against which new research will be developed. Transport Policy and the Environment presents for the first time the results of extensive research: *quantifying the contribution of transport to environmental problems. *assessing the options for resolving those problems. *investigating the conflicts arising from policy implementation. *developing new and better methods of data collection and analysis. It brings together the results of a major research programme funded by the UK Economic and Social Research Council on Transport and the Environment and provides a clear view on current policy. It is the major contribution that UK research has made to the debate and provides the first set of substantive results on the effectiveness of policy, and the means by which the impact can be measured and assessed.

Transport, in particular the motor vehicle, is a major source of environmental disruption and, in the developed world, accounts for thirty percent of energy consumption. In most countries, transport policy is a major government concern, yet it is rare for decisions to be made outside a narrow set of sectoral considerations. This book, commissioned by the OECD, looks at seven countries; the UK, the USA, West Germany, France, The Netherlands, Greece and Italy. Each case demonstrates, in different ways, the problems in transport policies produced by the failure is a consequence of departmental division: transport, the environment, the exchequer, etc. all have their own, quite separate ministries. Here, a group of economists have demonstrated both the folly of such partial ways of thinking and, in writing their critiques of specific disaster, have provided models for ways forward. Mass transportation has become central to the lifestyle of developed societies - but with what consequences for the environment and, ultimately, human health? Transport and the Environment investigates the major aspects of this emotive subject, with contributions from authors with international reputations for their research in the field. Discussions encompass air transport and its contribution to global pollution, the possible consequences of using hydrogen as a fuel, performance indicators and policy instruments for sustainable transport, the contamination of the atmosphere and surface waters by road vehicles, the impact of surface transport on climate, and the effects of transport pollutants on public health. This authoritative review of the current state of knowledge will be of great value to scientists, policy-makers and students on environmental science and engineering courses.

This book brings together the scientific evidence on the main effects of transport on human health and the environment. It sets the conceptual framework for future analyses of the health burden and health gains from transport policies. It outlines how these health concerns have been reflected in policy tools such as impact assessment, regulation and economic analysis, and identifies the areas where action is most needed. Discussions of the environment and health effects of transport need to be communicated in a way that is relevant for policy-makers and easily understood by nonscientists. That is the aim of this book, which summarizes the results of extensive reviews of the issues prepared by groups of prominent international experts. It is also planned to release the reviews themselves, to give a more detailed account of the scientific evidence. [Foreword]

Transport issues are critically embedded in everyday life. For this very reason, ways of addressing such issues are almost always hugely politically contentious, as a quick glance at local and national media will testify. Such contentiousness is growing as ever increasing mobility for many in western society has led to a critical examination of the fundamental basis by which transport issues are considered in government and beyond. Despite the strength of this examination, the implementation of new approaches to dealing with transport issues has proved deeply problematic. The Politics of Mobility pioneers a methodological and theoretical framework derived from the social and political sciences to shed light on the complexities of dealing with these issues. It mobilises three case studies that highlight the realpolitik of dealing with such concerns for students, practitioners, researchers and activists.
