La citoyenneté au travail : s'agit-il d'une pure utopie ou, au contraire, du point d'aboutissement d'un long processus d'affirmation des droits des travailleuses et des travailleurs ? Faisant écho aux travaux fondateurs des relations industrielles, du droit du travail et de la sociologie des relations professionnelles, le concept de « citoyenneté industrielle » se voulait une mise en cohérence du passé, du présent et de l'avenir en matière de droits fondamentaux et de démocratie au travail. Cette représentation de la vie au travail devait elle-même contribuer à transformer l'ordre social et à légitimer les changements à venir. Toutefois, depuis quelques décennies, cette vision optimiste des progrès de la démocratie industrielle est fortement mise à mal. L'aspiration à une authentique citoyenneté au travail s'est heurtée à la remise en cause de l'Etat social, à la mondialisation de l'économie et à la transformation du modèle industriel caractéristique des Trente Glorieuses, à la baisse de la densité syndicale, à la persistance des discriminations sexuelles, raciales, ethniques, au fossé grandissant entre économies du Nord et du Sud et à l'insécurité économique qu'engendrent les restructuratjions industrielles et la précarisation croissante du travail.

Malgré la croissance économique, malgré l'émergence d'une économie du savoir faisant appel à une plus grande qualification, malgré la diffusion d'innovations organisationnelles porteuses d'une autonomie accrue et malgré le déclin des emplois d'usine physiquement très contraignants, plusieurs études concluent à une détérioration de la qualité du travail et de l'emploi au cours des dernières années. C'est d'ailleurs la perception de nombreux observateurs au Québec et au Canada. Comment expliquer ce paradoxe? Depuis la fin des années 1990, la qalité du travail et de l'emploi a connu un intérêt grandissant en Europe et aux États-Unis.
