The final report of the Defense Science Board Task Force on Trends and Implications of Climate Change on National and International Security offers important considerations for the Dept. of Defense (DOD) related to this subject. The task force examined the implications of climate change from a global perspective, with a special focus on the African continent, and makes recommendations that can improve the U.S. approach to addressing the many challenges of climate change. First, they identified a need for a strong climate information system database, managed by the DOD. Second, they recommend a whole of government approach to mitigating the effects of climate change and highlight the importance of engaging with international leaders in identifying global solutions. In response to the Chief of Naval Operations (CNO), the National Research Council appointed a committee operating under the auspices of the Naval Studies Board to study the national security implications of climate change for U.S. naval forces. In conducting this study, the committee found that even the most moderate current trends in climate, if continued, will present new national security challenges for the U.S. Navy, Marine Corps, and Coast Guard. While the timing, degree, and consequences of future climate change impacts remain uncertain, many changes are already underway in regions around the world, such as in the Arctic, and call for action by U.S. naval leadership in response. The terms of reference (TOR) directed that the study be based on Intergovernmental Panel on Climate Change (IPCC) scenarios and other peer-reviewed assessment. Therefore, the committee did not address the science of climate change or challenge the scenarios on which the committee's findings and recommendations are based. National Security Implications of Climate Change for U.S. Naval Forces addresses both the near- and long-term implications for U.S. naval forces in each of the four areas of the TOR, and provides corresponding findings and recommendations. This report and its conclusions are organized around six discussion areas--all presented within the context of a changing climate.

Global climate change poses not only environmental hazards but profound risks to planetary peace and stability as well. Climatic Cataclysm gathers experts on climate science, oceanography, history, political science, foreign policy, and national security to take the measure of these risks. The contributors have developed three scenarios of what the future may hold. The expected scenario relies on current scientific models to project the effects of climate change over the next 30 years. The severe scenario, which posits a much stronger climate response to current levels of carbon loading, foresees profound and potentially destabilizing global effects over the next generation or more. Finally, the catastrophic scenario is characterized by a devastating "tipping point" in the climate system, perhaps 50 or 100 years hence. In this future world, the land-based polar ice sheets have disappeared, global sea levels have risen dramatically, and the existing natural order has been destroyed beyond repair. The contributors analyze the security implications of these scenarios, which at a minimum include increased disease proliferation; tensions caused by large-scale migration; and conflict sparked by resource scarcity, particularly in Africa. They consider what we can learn from the experience of early civilizations confronted with natural disaster, and they ask what the three largest emitters of greenhouse gases—the United States, the European Union, and China—can do to reduce and manage future risks. Human-induced climate change is causing resource scarcities, natural disasters, and mass migrations, which in turn destabilize national, international, and human security structures and multiply the human inputs to climate change. Alarms about the expanding role of climate change as a force multiplier of existing threats to national, international, and human security structures studies are being raised at all levels of governance and intelligence—national (including the U.S. Senate, the Director of National Intelligence, the Central Intelligence Agency, and the Pentagon), transnational (including the European Union and the United Nations), and private (such as the Central News Agency and the American Security Project). Climate Change and Security: A Gathering Storm of Global Challenges focuses on the three major feedback effects of human-induced climate change on human and international security—resource scarcity, natural disasters, and sea-level rise. Decreasing per capita availability of renewable resources due to such regional effects of climate change as drought and desertification leads to intensified competition for these resources and may result in armed violence—especially when compounded by conditions of rapid population growth, tribalism, and sectarianism, as in Darfur and Somalia. The increase in the frequency and intensity of meteorological disasters associated with global warming weakens already debilitated tropical societies and makes them still more vulnerable to political instability, as in Haiti. Sea-level rise will lead to disruptive mass migrations of climate refugees as dense littoral populations are forced to abandon low-lying coastal regions, as in Bangladesh.

This book explores the reasons for a recent securitization of climate change, and reveals how the understanding of climate change as a security threat fuels resilience as a contemporary political paradigm. Since 2007, political and public discourse has portrayed climate change in terms of international or national security. This increasing attention to the security implications of climate change is puzzling, however, given the fact that linkages between climate change and conflict or violence are heavily disputed in the empirical literature. This book explains this trend of a securitization of global warming and discusses its political implications. It traces the actor coalition that promoted the idea of climate change as a security issue and reveals the symbols, narratives and storylines that make up this discourse. Drawing on three detailed case studies at the international level of the United Nations, the regional level of the Euro-Mediterranean and the national level of the UK, the book reveals how climate change is turned into a non-linear and unpredictable threat. The resulting complexity discourse prevents the adoption of any exceptional measures and instead presents resilience as the only way to cope with the climate threat. This book shows that we can only grasp the complexity of the securitization process and its implications in the climate change case by comparing it at different political levels over a longer period. By developing a securitization framework the book makes an important contribution to the ongoing debate on security and resilience in critical security studies.
