Despite over a decade of open war, dealing with Al-Qaida and its affiliates in the Middle East is likely to remain a concern for the foreseeable future and will pose a challenge requiring the use of any tool that is likely to be effective in meeting the threat. Developing effective tools to counter Al-Qaida's continuing presence in the social environment of tribal militias, therefore, is a priority and requires understanding Al-Qaida's critical vulnerabilities when it operates in those societies and developing the means to counter Al-Qaida's efforts. Recommendations for policy where the United States is a tribal militia's direct patron, as well as recommendations for policy when the United States is in a supporting role to the local government are included.

Most of the local societies in which Al-Qaida and its affiliates and offshoots operate in the Middle East and Africa have a predominantly tribal or at least have a strong tribal component (Iraq, Yemen, Libya, Syria, Somalia, Mali, and Sinai). Countering Al-Qaida's continuing presence, therefore, requires addressing the tribal milieu and understanding Al-Qaida's critical vulnerabilities when it operates in tribal societies. In this context, the capability that tribally-based militias provide may be one of the most effective tools against Al-Qaida, and may offer a cost-effective mechanism serving as a force multiplier for U.S. forces. It could reduce the need for U.S. force commitment on the ground in environments that might offer unfavorable conditions for a U.S. Landpower footprint.

This book addresses the role of tribal militias in the context of the fight against Al-Qaida. The intent is to enrich policy analysis and clarify options for future operations by focusing on past experience in order to identify the positive and negative aspects related to the use of such militias. The focus in this book is on Iraq and Yemen. However, many of the lessons learned may be applied more broadly. The thesis is that the capabilities which tribally-based militias provide may be one of the most efficient, cost-effective tools against Al-Qaida. In some cases, such militias can act as a force multiplier for U.S. Landpower forces, whether deployed on the ground in significant numbers, or, in other cases, if such militias can reduce the need for a U.S. commitment on the ground in environments that might present unfavorable conditions for a significant U.S. Landpower footprint. At the same time, given the complexity of the local political environment, tribal militias are no panacea, but can be a two-edged sword. Like any weapon, the use of tribal militias has to be understood and wielded with caution and skill in order to avoid unintended consequences.

At the turn of the twentieth century, the Ottoman state identified multiple threats in its eastern regions. In an attempt to control remote Kurdish populations, Ottoman authorities organized them into a tribal militia and gave them the task of subduing a perceived Armenian threat. Following the story of this militia, Klein explores the contradictory logic of how states incorporate groups they ultimately aim to suppress and how groups who seek autonomy from the state often attempt to do so through state channels. In the end, Armenian revolutionaries were not suppressed and Kurdish leaders, whose authority the state sought to diminish, were empowered. The tribal militia left a lasting impact on the region and on state-society and Kurdish-Turkish relations. Putting a human face on Ottoman-Kurdish histories while also addressing issues of state-building, local power dynamics, violence, and dispossession, this book engages vividly in the study of the paradoxes inherent in modern statecraft.

Militias have proven to be a consistent and enduring challenge to achieving peace in war zones around the world. Whether armed by embattled governments in defence of their territory or fostered by external actors in the interests of greed or grievance, these groups occupy an uncertain and deeply controversial position in the changing landscape of conflict. Linked variously to atrocities against civilians or international criminal elements, part of what distinguishes them from more traditional combatants is their willingness to engage in violent tactics that defy international norms as well as a proclivity to embrace expediency in alliance-making. As such, their diversity of form, unorthodox nature and sheer numbers make achieving short-term stability and an enduring peace a consistently difficult proposition. Bringing together the lessons learned from four intensively researched case studies - the Democratic Republic of Congo, Timor-Leste, Afghanistan and Sudan - the book argues that the overly rigid 'cookie-cutter' approach to demilitaristation, developed and commonly implemented presently by the international community, is ineffective at meeting the myriad of challenges involving militias. In doing so, the authors propose a radical new framework for demilitarization that questions conventional models and takes into account on-the-ground realities.
