Regime change in Libya (2011) and Iraq (2003) catapulted a host of sub-state actors to the fore, including tribes, which have emerged as influential political, security and social actors. But despite this increased role and visibility, tribes remain poorly understood. Often mistakenly associated with the 'periphery' or with 'pre-national' or 'pre-modern' forms of political organisation, they are routinely portrayed as the antithesis of the state. Yet tribes--the Middle East's oldest, most enduring and most controversial social entities--have proved able to adapt and evolve, entering into mutually beneficial relationships with various regimes. Based on interviews with tribal sheikhs, tribal representatives and other stakeholders, Alison Pargeter traces the role of the tribe in Libya and Iraq from the revolutionary nationalist period into the fraught transitions that followed. She reveals how tribes have succeeded in developing a presence in national and local political structures; how they have engaged and bargained with major powerbrokers; and how they have become important security providers in their own right. We no longer inhabit a world governed by international coordination, a unified NATO bloc, or an American hegemon. Traditionally, the decline of one empire leads to a restoration in the balance of power, via a struggle among rival systems of order. Yet this dynamic is surprisingly absent today; instead, the superpowers have all, at times, sought to promote what Jason Pack terms the 'Enduring Disorder'. He contends that Libya's ongoing conflict-more so than the civil wars in Yemen, Syria, Venezuela or Ukraine-constitutes the ideal microcosm in which to identify the salient features of this new era of geopolitics. This book examines the regime changes in Iraq and Libya to unravel the complexity of statebuilding in countries emerging from authoritarianism and conflict in the Middle East and North Africa (MENA) region. Framed in a comparative study of post-2003 Iraq and post-2011 Libya, the book examines changes in key state dimensions – representation and political authority, security, and wealth creation and distribution – in a continuous dialogue with past trajectories in these two countries. To grasp the nature and degree of these changes, the mechanisms of state formation are explored in light of a statebuilding agenda that, in its application from Iraq to Libya, has adapted to different political prerogatives. The analysis of Iraq and Libya serves the book’s ultimate goal to address the debate on statebuilding from a regional (MENA) perspective and to lay the ground for the study of other contemporary cases undergoing radical and violent process of changes, such as in Syria and Yemen. The book grapples with problems associated with the difficult process of transition from authoritarianism through conflict and towards peace by focusing on the state, its structure and function. The work is informed by a large quantity of materials collected over the past five years, including secondary literature, policy papers and reports, and semi-structured interviews with key informants on Iraq and Libya. The international intervention after the 2011 Libyan uprising against Muammar Gaddafi was initially considered a remarkable success: the UN Security Council’s first application of the ‘responsibility to protect’ doctrine; an impending civilian massacre prevented; and an opportunity for democratic forces to lead Libya out of a forty-year dictatorship. But such optimism was soon dashed. Successive governments failed to establish authority over the ever-proliferating armed groups; divisions among regions and cities, Islamists and others, split the country into rival administrations and exploded into civil war; external intervention escalated. Ian Martin gives his first-hand view of the questions raised by the international engagement. Was it a justified response to the threat against civilians? What brought about the Security Council resolutions, including authorising military action? How did NATO act upon that authorisation? What role did Special Forces operations play in the rebels’ victory? Was a peaceful political settlement ever possible?
