Regime change in Libya (2011) and Iraq (2003) catapulted a host of sub-state actors to the fore, including tribes, which have emerged as influential political, security and social actors. But despite this increased role and visibility, tribes remain poorly understood. Often mistakenly associated with the 'periphery' or with 'pre-national' or 'pre-modern' forms of political organisation, they are routinely portrayed as the antithesis of the state. Yet tribes--the Middle East's oldest, most enduring and most controversial social entities--have proved able to adapt and evolve, entering into mutually beneficial relationships with various regimes. Based on interviews with tribal sheikhs, tribal representatives and other stakeholders, Alison Pargeter traces the role of the tribe in Libya and Iraq from the revolutionary nationalist period into the fraught transitions that followed. She reveals how tribes have succeeded in developing a presence in national and local political structures; how they have engaged and bargained with major powerbrokers; and how they have become important security providers in their own right. Contrary to modernist approaches seeking to write the obituary of the tribe, this book shows how tribes have not only survived in Libya and Iraq, but remain a key component of the state in both countries.

This book explores the conditions of state formation and survival in the Middle East. Based on Historical Sociology, it provides a model for study of the state in the Arab world and a theory to explain its survival. Examining states as a ‘process’, the author argues that what emerged in the Middle East in the beginning of the twentieth century are ‘social fields’—where states form and deform—and not states as defined by Max Weber. He explores the constitutions of these fields—their cultural, material and political structures—and identifies three stages of state development in which different cases can be located. Capturing the dilemmas that ‘late-forming states’ face as regimes within them cope with domestic and international pressure, the author illustrates several Middle East cases and presents a detailed analysis of state developments in Saudi Arabia and Iraq. He maintains that more than the domestic characteristics of individual states, state survival in the Middle East is also a function of the anarchic nature of the international (and by extension the regional) states-system. Recent analyses reveal that the vast majority of jihadists come from or have some connections with specific areas or districts within different states. They can be labelled as local/regional “hotbeds” of extremism. Molenbeek in Belgium, Gornje Maoče and Ošve in Bosnia-Herzegovina, Minneapolis in the US, Kasserine and Ben Guerdane in Tunisia, Sirte and Derna in Libya, Sinai in Egypt, Pankisi Valley and Dagestan in the Caucasus: each area has unique characteristics that lead to “exporting” fighters or creating new IS-controlled zones. Starting from the debate on the origin and nature of jihadist militancy that is dividing the most important scholars of Islam, this report outlines a broad spectrum of radicalization factors leading to the emergence of jihadists hotbeds, such as poverty, unemployment, lack of job prospects, juvenile delinquency, trafficking and smuggling, socio-political, economic and physical marginalization, the role of Salafist ideology as well as the influence of brotherhood networks. All these elements have been frequently highlighted as factors or triggers that could contribute to explaining dynamics of radicalization leading to active violent militancy under the ideals of jihadism.

This volume investigates the impact of a new brand of transnational terrorism and political violence produced by radical Islamist groups from the Maghreb on the regional security dynamics. Investigating the grand security strategies that have been devised for the Mediterranean after the Cold War and after 9/11, the contributors focus on the role of police and military apparati in securitizing the new threats that have become prominent after 9/11, and the unintended consequences of these strategies. In addition, the contributors analyze the relationship between Islamist groups, the state and society and highlight some key causes of political violence and radicalism.
