Excerpt from Tropical Trolling: Two Tales of Trouble The spin of the bait in trolling has a tendency to untwist all cable laid lines and cause them to kink. One so untwisted and kinked must have weak spots, and be liable to break at much less than the strain that one, properly twisted and unkinked, will easily endure. For such fishing a line must have the minimum tendency to unravel and kink to do good service: it should also be dark in color, as a light colored line, in the wonderfully clear waters of the tropics, is too noticeable, and will according to my experience obtain much fewer strikes than one that is green or brown. I am satisfied also that the coloring matter lessens the tendency to untwist and kink and. To a considerable degree. In the Western Central Atlantic Fishery Commission (WECAFC) area, large pelagics contribute only about 6% of total landings, but are nonetheless significant for many countries. Large pelagic fishes are caught in all WECAFC states, and within the WECAFC region by several distant water fishing nations. However only 19 of 40 WECAFC Member States report catches to FAO. The fisheries range in scale and technological sophistication from artisanal fishers trolling from canoes to modern commercial longliners and purse seiners (mostly from distant water fishing nations). The available information on development of small-scale and large scale fleets targeting large pelagics, indicates a significant trend of increasing fishing capacity in the countries of the WECAFC region. Several species which are not assessed by ICCAT are of considerable importance in large pelagic fisheries in the WECAFC region. Overall, about half the landings of large pelagics in the WECAFC region are from species which are assessed. Existing institutional mechanisms are not adequate for management of shared or straddling fish stocks and those of highly migratory fish, as per the recent UN Agreement. Any such institution must have linkages with extraregional organisations, primarily ICCAT, and, in order to maximise efficiency and avoid duplication, should also be able to deal with shared, straddling and migratory fish stocks other than pelagics, for example, lobster and reef fishes with planktonic early life history stages. WECAFC, with modifications to its statutes, appears to be the most feasible existing organisation to adopt such a role.

1.1 Objective and scope These chapters are not intended as a treatise on range management of tropical grazing lands, nor on the agronomy of sown pastures and cultivated fodder crops, aspects of applied science that are only one stage above scientific farming and use of land. An attempt is made to present the vegetation sciences, or botany and ecology in their widest aspects, as the essential background for their application in economic land use and plant and animal husbandry. The basic thesis is that science is global, but that its practical application is restricted to specific biological and socio economic habitats. The region covered is termed the intertropical zone. This comprises the equatorial latitudes, the tropics and subtropics. It is not only that part of the globe lying between latitudes 30° north and south of the Equator, as proposed by some writers (DAVIES, W., 1960; repeated by DAVIES & SKIDMORE, 1966). Rather is it those regions of the world in which, at the lower elevations, certain families and members of the Gramineae and Leguminosae grow wild or can be cultivated. It may be a matter for discussion whether these plants in their wild communities or sown or planted crop mixtures are better indicators of a biological environment than the instruments and criteria of the meteorologists.

This report presents information on the Grenada tuna fisheries, the components and results of the pre-assessment itself, and recommendations to improve the fisheries’ status in relation to the Marine Stewardship Council Fisheries Standard. Grenada’s yellowfin and bigeye tuna fisheries were assessed against the MSC standard for sustainable fisheries. This standard encompasses three distinct principles: Principle 1 –sustainability of the stocks; Principle 2 – ecosystem impacts; and Principle 3 – effective management. Each Principle in turn comprises a set of performance indicators (PI), of which there are 28 in total. Overall, the pre-assessment identified a significant number of shortcomings that would currently preclude the fishery from achieving conformity with the MSC Fisheries Standard.
