Robert M. Uriu analyzes the industrial policy-making process in Japan for industries faced with sudden economic decline. He takes exception to the traditional view that policy bureaucrats in Japan are autonomous and insulated from societal pressures, arguing that the private sector in Japan has been actively involved in developing and implementing industrial policy. After carefully defining his conceptual framework, Uriu presents case studies of four industries: cotton spinning, steelmaking in minimills, synthetic fibers, and ship building, along with less detailed examinations of coal mining, aluminum smelting, paper, and steelmaking in integrated mills. These industries, he suggests, have sought public policies that enable them to manage competition domestically. In particular, they have fostered cartels to control production or capacity levels in an attempt to stabilize their industry's conditions. In textiles, steel, and ships, Uriu focuses on several of the industries most important to Japan's early postwar economic successes, the very ones first to confront the problems of decline and adjustment. Uriu also shows how Japan's policy choices more recently have become constrained by changes in the domestic antitrust environment and in Japan's external relations. In particular, pressures from Japan's trading partners have limited the policy tools available to Tokyo. As a result, industries have experienced increasing difficulties over time in managing competition in the domestic market. Analysts need to integrate domestic and international factors more carefully, Uriu argues, in order to trace more accurately the interactions between industry actors and the policy environment they face.

Japan is the great economic success story of the postwar period, growing at unprecedented rates to become one of the world's most advanced industrial nations. But since the early 1970s, Asia's economic giant has had to contend with many of the problems encountered by Western economies--slower growth, increased unemployment, rapid changes in the financial and industrial sectors--problems that have permanently transformed its economy and pose crucial challenges for its leaders. In this book, Edward J. Lincoln discusses Japan's burst of growth and the complex interplay of demographic, cultural, economic, and political forces that shaped the subsequent emergence of large domestic imbalances. The motivation and impact of Tokyo's successive attempts to deal with slower growth receive special attention: ballooning government deficits that supported domestic growth in the late 1970s, a determined switch to austerity measures in the 1980s as a surging current-account surplus conveniently buoyed the economy, and as yet uncertain responses to the recent appreciation of the yen that has capped the external surpluses. Lincoln focuses on the changes experienced by Japan's financial institutions and their implications for international economic transactions. The economic futures of the United States, Canada, and Japan are tightly linked by the extremely powerful trade network these nations share. Yet because of trade and domestic policies aimed at preserving economic and, some argue, cultural integrity, there has at times been considerable friction among the three nations. Much of the recent trade animus of the U.S. has been aimed Japan, the country with the largest trade surplus with the United States. Canada, the largest trade partner of the U.S., maintains fiscal policies which resemble those of Japan, but has not been the focus of similar concern. Since the actions of each nation reverberate throughout the network, a full and accurate understanding of these complex relations will be essential if ongoing trade negotiations, policymaking, and international relations are to be constructive. The papers in this volume were developed from a conference that addressed the need to discover which structural determinants and policies shape the close economic ties among these nations. Leading experts on trade and macroeconomics from all three countries examine disproportionate saving rates, exchange rate volatility, varying industrial policies and levels of financial innovation, the effects of present tax policies and proposed reforms, and the dynamism of major Pacific nations and the leadership role Japan may play in U.S. relations with that region. Several important conclusions are reached by the contributors. They assert that Japan's trade barriers are relatively low overall and are comparable to those maintained by the United States and Canada, and that divergent fiscal policies have been the major source of macroeconomic imbalances between the United States and other major countries in the 1980s. They also conclude that current trade imbalances may persist for some time. The analyses offered here are likely to prove influential in future policymaking and will be of interest to a wide audience, including academic economists, government officials, and students of theoretical and policy issues of international trade, investment, and finance.

The United States has generally tried to discourage its allies from developing their own major weapons systems, to promote equipment standardization with U.S. forces, and tie allied security policies more firmly to U.S. interests. Japan's FS-X fighter is perhaps the most prominent example of this policy. Japan had originally intended to design and build an indigenous fighter; the Pentagon urged Japan to buy an existing U.S. fighter. After difficult negotiations, the two sides eventually agreed to lightly modify the U.S. F-16 jointly to meet Japan's special needs. But as a result of political controversies over technology transfer and trade, the U.S. side focused increasingly on the economic aspects of the program. Under cover of these controversies, the Japanese have been able to move the FS-X design and technology applications ever farther away from the F-16 toward a much more nearly indigenous creation. In the end, the FS-X program has failed to meet many of the original U.S. expectations, and Japan has reaped an unexpected reward--experience in developing a world-class fighter aircraft. This book summarizes and assesses the program.
