By emphasizing Latin American reformers' decades-long struggle to defeat authoritarianism, this transnational history challenges the timeworn Cold War paradigm and recasts the region's political evolution Scholars persist in framing the Cold War as a battle between left and right, one in which the Global South is cast as either witting or unwitting proxies of Washington and Moscow. What if the era is told from the perspective of the many who preferred reform to revolution? Scholars have routinely neglected, dismissed, or caricatured moderate politicians. In this book, Allen Wells argues that until the Cuban Revolution, the struggle was not between capitalism and communism--that was Washington's abiding preoccupation--but between democracy and dictatorship. Beginning in the 1920s, the fight against authoritarianism was contested on multiple fronts--political, ideological, and cultural--taking on the dimensions of a political crusade. Convinced that despots represented an existential threat, reformers declared that no civilian government was safe until the cancer of dictatorship was excised from the hemisphere. Dictators retaliated, often with deadly results, exporting strategies that had been honed at home to guarantee their political survival. Grafted onto this war without borders was a belated Cold War, with all its political convulsions, the aftershocks of which are still felt today.

Stephen Rabe's timely book examines President Dwight D. Eisenhower's Latin American policy and assesses the president's actions in light of recent "Eisenhower revisionism." During his first term, Eisenhower paid little attention to Latin America but his objective there was clear: to prevent communism from gaining a foothold. The Eisenhower administration was prepared to cooperate with authoritarian military regimes, but not to fund developmental aid or vigorously promote political democracy. Two events in the second administration convinced Eisenhower that he had underestimated the extent of popular unrest--and thus the potential for Communist inroads: the stoning of Vice-President Richard M. Nixon in Caracas and the radicalization of the Cuban Revolution. He then began to support trade agreements, soft loans, and more strident measures that led to CIA involvement in the Bay of Pigs invasion and plots to assassinate Fidel Castro and Rafael Trujillo. In portraying Eisenhower as a virulent anti-Communist and cold warrior, Rabe challenges the Eisenhower revisionists who view the president as a model of diplomatic restraint.

Following the 1961 assassination of dictator Rafael Trujillo, the Dominican Republic descended into a period of national turmoil and political instability, culminating in 1965 when a catastrophic civil war engulfed the capital city of Santo Domingo. The intervention of foreign troops, particularly U.S. troops, played a critical role in the multinational effort to allow presidential elections to take place in June 1966. The result was the installation of Joaquin Balaguer in the presidency. Subsequently, this skillful civilian leader defeated both a right wing coup and a Cuban-based guerrilla expedition, and successfully gained control of the chaotic Dominican officer corps by the mid-1970s. In Idle Talk, Deadly Talk, Ana Rodríguez Navas reveals gossip to be an urgent, utilitarian, and deeply political practice-a means of staging the narrative tensions, and waging the narrative battles, that mark Caribbean politics and culture. From the calypso singer's superficially innocent rhymes to the vicious slanders published in Trujillo-era gossip columns, words have been weapons, elevating one person or group at the expense of another. Revising the overly gendered existing critical frame, Rodríguez Navas argues that gossip is a fundamentally adversarial practice. Just as whispers and hearsay corrosively define and surveil identities, they also empower writers to skirt sanitized, monolithic historical accounts by weaving alternative versions of their nations' histories from this self-governing discursive material.
