The South Pacific archipelago of Vanuatu simultaneously experienced the two major types of colonialism of the modern era (British and French), the only instance in which these colonial powers jointly ruled the same people in the same territory over an extended period of time. This, in addition to its small size and recent independence (1980), makes Vanuatu an ideal case study of the clash of contemporary colonialism and its enduring legacies. At the same time, the uniqueness of Melanesian society highlights the singular role of indigenous culture in shaping both colonial and postcolonial political reality. With its close attention to global processes, Bridging Mental Boundaries in a Postcolonial Microcosm provides a fresh comparative approach to an island state that has most frequently been examined from an ethnographic or area studies perspective. William F. S. Miles looks at the long-term effects of the joint Franco-British administration in public policy, political disputes, and social cleavages in post-independence Vanuatu. He emphasizes the strong imprint left by "condocolonialism" in dividing ni-Vanuatu into "Anglophones" and "Francophones," but also suggest how this basic division is being replaced (or overlaid) by divisions based on urban or rural residence, "traditional" or "modern" employment, and disparities between the status and activities of men and women. As such, this volume is more than an analysis of a unique case of colonialism and its effects; it is an interpretation of the evolution of an insular society beset by particularly convoluted precolonial, colonial, and postcolonial fractures. Based principally on research conducted in 1991 and, following a key change in Vanuatu's government, a subsequent visit in 1992, the analysis is enriched by regular comparisons between Vanuatu and other colonized societies where the author has carried out original research, including Niger, Nigeria, Martinique, and Pondicherry. Extensive interviews with ni-Vanuatu are integrated throughout the text, presenting islanders' views of their own experience.

Little has been written about when, how and why the British Government changed its mind about giving independance to the Pacific Islands. Using recently opened archives, Winding Up the British Empire in the Pacific Islands gives the first detailed account of this event. As Britain began to dissolve the Empire in Asia in the aftermath of the Second World War, it announced that there were some countries that were so small, remote, and lacking in resources that they could never become independent states. However, between 1970 and 1980 there was a rapid about-turn. Accelerated decolonization suddenly became the order of the day. Here was the death warrant of the Empire, and hastily-arranged independence ceremonies were performed for six new states - Tonga, Fiji, Solomon Islands, Tuvalu, Kiribati, and Vanuatu. The rise of anti-imperialist pressures in the United Nations had a major role in this change in policy, as did the pioneering examples marked by the release of Western Samoa by New Zealand in 1962 and Nauru by Australia in 1968. The tenacity of Pacific Islanders in maintaining their cultures was in contrast to more strident Afro-Asia nationalisms. The closing of the Colonial Office, by merger with the Commonwealth Relations Office in 1966, followed by the joining of the Commonwealth and Foreign Offices in 1968, became a major turning point in Britain's relations with the Islands. In place of long-nurtured traditions of trusteeship for indigenous populations that had evolved in the Colonial Office, the new Foreign & Commonwealth Office concentrated on fostering British interests, which came to mean reducing distant commitments and focussing on the Atlantic world and Europe.

In the early twentieth century, people in the southwestern Pacific nation of Vanuatu experienced rapid population decline, while in the early twenty-first century, they experienced rapid population growth. From colonial governance to postcolonial sovereignty, Moral Figures shows that despite attempts to govern population size and birth, reproduction in Vanuatu continues to exceed bureaucratic economization through Ni-Vanuatu insistence on Indigenous relationalities. Through Alexandra Widmer’s examination of how reproduction is made public, she demonstrates how population sciences have a naturalized focus on women’s fertility and privileged issues of wage labour over women’s land access, as well as broader social relations of reproduction. Widmer draws on oral histories with retired village midwives and massage healers on the changes to care for pregnancy and birth, as well as ethnographic research in a village outside the capital of Port Vila. Locating the Pacific Islands in global histories of demographic science and the medicalization of birth, the book presents archival material in a way that emphasizes bureaucratic practices in how colonial documents attempted to render Indigenous relationalities of reproduction governable. While demographic imaginaries and biomedical practices increasingly frame fertility control as an investment in the reproductive health of individual bodies, the Ni-Vanuatu worlds presented in Moral Figures show that relationships between people, land, knowledge, kin, and care make reproduction a distributed and assisted process.

This collection is derived from a conference held at the Vanuatu National Museum and Cultural Centre (VCC) that brought together a large gathering of foreign and indigenous researchers to discuss diverse perspectives relating to the unique program of social, political and historical research and management that has been fostered in that island nation. While not diminishing the importance of individual or sole-authored methodologies, project-centered collaborative approaches have today become a defining characteristic of Vanuatu's unique research environment. As this volume attests, this environment has included a dynamically wide range of both ni-Vanuatu and foreign researchers and related research perspectives, most centrally including archaeologists and anthropologists, linguists, historians, legal studies scholars and development practitioners. This emphasis on collaboration has emerged from an ongoing awareness across Vanuatu's research community of the need for trained researchers to engage directly with pressing social and ethical concerns, and out of the proven fact that it is not just from the outcomes of research that communities or individuals may be empowered, but also through their modes and processes of implementation, as through the ongoing strength and value of the relationships they produce. With this in mind, the papers presented here go beyond the mere celebration of collaboration by demonstrating Vanuatu's specific environment of cross-cultural research as a diffuse set of historically emergent methodological approaches, and by showing how these work in actual practice.

Centering on cases of sexual violence, this book illuminates the contested introduction of British and French colonial criminal justice in the Pacific Islands during the late 19th and early 20th centuries, focusing on Fiji, New Caledonia, and Vanuatu/New Hebrides. It foregrounds the experiences of Indigenous Islanders and indentured laborers in the colonial court system, a space in which marginalized voices entered the historical record. Rape and sexual assault trials reveal how hierarchies of race, gender and status all shaped the practice of colonial law in the courtroom and the gendered experiences of colonialism. Trials provided a space where men and women narrated their own story and at times challenged the operation of colonial law. Through these cases, Gender, Violence and Criminal Justice in the Colonial Pacific highlights the extent to which colonial bureaucracies engaged with and affected private lives, as well as the varied ways in which individuals and communities responded to such intrusions and themselves reshaped legal practices and institutions in the Pacific. With bureaucratic institutions unable to deal with the complex realities of colonial lives, Stevens reveals how the courtroom often became a theatrical space in which authority was performed, deliberately obscuring the more complex and violent practices that were central to both colonialism and colonial law-making. Exploring the intersections of legal pluralism and local pragmatism across British and French colonialization in the Pacific, this book shows how island communities and early colonial administrators adopted diverse and flexible approaches towards criminal justice, pursuing alternative forms of justice ranging from unofficial courts to punitive violence in order to deal with cases of sexual assault.

The United States was an upside-down British Empire. It had an agrarian economy, few large investors, and no territorial holdings outside of North America. However, decades before the Spanish-American War, the United States quietly began to establish an empire across thousands of miles of Pacific Ocean. While conventional wisdom suggests that large interests – the military and major business interests – drove American imperialism, The Price of Empire argues that early American imperialism was driven by small entrepreneurs. When commodity prices boomed, these small entrepreneurs took risks, racing ahead of the American state. Empires and their aftermaths were massive planning institutions; in the past two hundred years, the natural and social sciences emerged—at least in part—as modes of knowledge production for imperial planning. Yet these connections are frequently under-emphasized in the history of science and its corollary fields. The Planning Moment explores the myriad ways plans and planning practices pervade recent global history. The book is built around twenty-seven brief case studies that explore the centrality of planning in colonial and postcolonial environments, relationships, and contexts, through a range of disciplines: the history of science, science and technology studies, colonial and postcolonial studies, urban studies, and the history of knowledge.
