This book analyzes various aspects of the presidential system of government in Turkey. It provides a detailed summary of the public debate on the transformation of Turkey’s political system along with the arguments made by advocates and opponents of change. At the same time, it concentrates on the constitutional design of the country’s new system of government, which was jointly introduced by the AK Party and the MHP and adopted in the April 16, 2017 constitutional referendum. It also analyzes the impact of presidentialism on political life in Turkey. The book concentrates on the transformation of the political system with the April 16, 2017 referendum along with its timing, approach to political law, democratic criteria, and content. Additionally, the political and practical reasons for Turkey’s adoption of the executive presidency model are explained from a historical perspective. The discussions about system change and the mandate of the legislative branch in the lead-up to the April 16, 2017 constitutional referendum are evaluated. Furthermore, the potential contributions of Turkey’s transition to presidentialism to the transformation of the Turkish bureaucracy are analyzed. Lastly, arrangements made under the new system regarding the judiciary are systematically addressed.

This book explores the opportunities and obstacles to a presidential system in Turkey as proposed by the Justice and Development Party (AK Party). Since the formation of Turkey's parliamentary system in 1909, there have been many attempts to replace it with an elected executive branch. After the referendum for constitutional amendment to elect the president by the people in 2007 and the elections of 2014, these discussions have increased in intensity. The author explores these debates chronologically and discusses the broader theoretical framework of these different government systems. He also adds a comparative analysis of elections and democratic transition between Turkey, Tunisia, and Egypt.

Parliamentarism has been a presiding characteristic of the Turkish political tradition since the 1876 Ottoman constitution. In 1923, with the founding of the Turkish Republic, modern parliamentarism was implemented in Turkey. Since that time, Turkish politics has been turbulent, with four military coups, a number of short-lived multiparty coalitions, and several ineffective governments. Many scholars have argued that the main reason for this instability is the parliamentary system of government, so Turkey must therefore adopt a presidential system. Presidentialism in Turkey uses both quantitative analysis and country-based comparisons to explore whether such a change might solve Turkey’s main political problems or if it might in fact create more problems for the nation. The relationship between government systems and political, economic, and social development is explored in a time-series analysis covering the period 1975–2014 for Turkey. It is argued that during this time period, the parliamentary system was better than the presidential system at boosting economic and political development, whereas the presidential system provides better social development. Furthermore, a country-based analysis in which Turkey is compared with other states that have used a presidential system at some point since 1975 highlights that each country has its own specific characteristics that affect its economic and political success. Thus, a regime transformation to a presidential system will not necessarily improve Turkey’s economic, political, and social development. By including a comparison of all presidential, parliamentary, and semi-presidential systems, this book helps to shed new light on what is a very controversial topic in Turkey. It will therefore be a key resource for students and scholars of Turkish studies and comparative politics.

Turkey has been holding elections since the end of the 19th century; and the country has been enjoying democratic elections since 1950. With a well-established electoral system, both local and general elections in Turkey are held in peace and stability. While there is no debate about the freeness, fairness and transparency of the elections, there are always some discussions about the representation problem such as the real power of politicians, the national threshold for political parties to be able to send their representatives to the parliament and the lack of instruments to overcome political crises. Turkey’s search for a new system of government dates back to the 1970s. The parliamentary system’s shortcomings such as political turmoil caused by the coalition rule and political crises fueled by the president’s selection by the parliament have been the driving force behind the debate over the governmental system. Furthermore, the fractured nature of political parties and clashes between different ideological and ethnic groups caused political instability which resulted in the military and bureaucratic tutelague.

The AKP government achieved its wish to establish a ‘Turkish type’ presidential system through a referendum held on 16 April 2017. Following a campaign conducted in the midst of harassment and intimidation, the amendments were accepted with a slim majority of 51.4 to 48.6 percent. For the first time since the 1950s, when Turkey began holding free and fair elections, obstruction, electoral fraud and manipulation reached levels that called into question the legitimacy of the outcome. Bordering Europe, Turkey’s political future is of vital importance to the European Union and its member states.

Turkey: A necessary ally in a troubled region With the new administration in office, it is not clear whether the U.S. will continue to lead and sustain a global liberal order that was already confronted by daunting challenges. These range from a fragile European Union rocked by the United Kingdom’s exit and rising populism to a cold war-like rivalry with Russia and instability in the Middle East. A long-standing member of NATO, Turkey stands as a front-line state in the midst of many of these challenges. Yet, Turkey is failing to play a more constructive role in supporting this order--beyond caring for nearly 3 million refugees, mostly coming from the fighting in Syria--and its current leadership is in frequent disagreement with its Western allies. This tension has been compounded by a failed Turkish foreign policy that aspired to establish its own alternative regional order in the Middle East. As a result, many in the West now question whether Turkey functions as a dependable ally for the United States and other NATO members. Kemal Kirisci’s new book argues that, despite these problems, the domestic and regional realities are now edging Turkey toward improving its relations with the West. A better understanding of these developments will be critical in devising a new and realistic U.S. strategy toward a transformed Turkey and its neighborhood. Western policymakers must keep in mind three on-the-ground realities that might help improve the relationship with Turkey. First, Turkey remains deeply integrated within the transatlantic community, a fact that once imbued it with prestige in its neighborhood. It is this prestige that the recent trajectory of Turkish domestic politics and foreign policy has squandered; for it to be regained, Turkey needs to rebuild cooperation with the West. The second reality is that chaos in the neighborhood has resulted in the loss of lucrative markets for Turkish exports—which, in return, increases the value to Turkey of Western markets. Third, Turkish national security is threatened by developments in Syria and an increasingly assertive Russia, enhancing the strategic value of Turkey’s “troubled alliance” with the West. The big question, however, is whether rising authoritarianism in Turkey and the government’s anti-Western rhetoric will cease and Turkey’s democracy restored before the current fault lines can be overcome and constructive re-engagement between the two sides can occur. In light of these realities, this book discusses the challenges and opportunities for the new U.S. administration as well as the EU of re-engaging with a sometimes-troublesome, yet long-time ally.

The referendum to rewrite the Turkish Constitution cemented into law much of the power President Erdogan had already seized for himself. The new Constitution converted Turkey into a Presidential system, combining the head of state, head of government, and head of the ruling party all into a single powerful office. An advisory body of constitutional experts concluded that the amendments to the Turkish constitution "represent a dangerous step backwards," and that the changes put Turkey on a path towards, "an authoritarian" regime. The referendum was the latest in a long list of repressive actions taken by the Turkish Government under Erdogan: closing the space for civil society, silencing the media, sidelining the judiciary, and neutering the military. President Erdogan's desire to maintain power at any cost is not good for the people of Turkey. The July 2016 coup attempt was traumatic and unsettling, but Erdogan started down the path toward authoritarianism long before the coup attempt. Erdogan has split Turkey's relationship with Europe and the United States, and has opened up Turkey to a greater risk of attack by radical violent Islamists.

Since the Gezi uprisings in June 2013 and AKP's temporary loss of parliamentary supremacy after the June 2015 general elections, sharp political clashes, ascending police operations, extra-judicial executions, suppression of the media and political opposition, systematic violation of the constitution and fundamental human rights, and the one-man-rule of President Erdogan have become the identifying characteristics of Turkish politics. The failed coup attempt on 15th July 2016 further impaired the situation as the government declared emergency rule at the end of which a political regime defined as the “Presidential Government System” was established in July 2018. Turkey's New State in the Making examines the historical specificities of the ongoing AKP-led radical state transformation in Turkey within a global, legal, financial, ideological, and coercive neoliberal context. Arguing that rather than being an exception, the new Turkish state has the potential to be a model for political transformations elsewhere, problematizing how specific policies the AKP adapted to refract social dispositions have been radically redefining the republican, democratic and secular features of the modern Turkish state.

Abstract: Turkey's presidential and general elections, held on 24 June 2018, marked a significant turn in Turkish politics. The controversial referendum of 2017 narrowly approved constitutional amendments that replaced the parliamentary system with an executive presidential one. With the 2018 presidential vote those amendments took effect, sealing Turkey's transition into a presidential system. Strategically, Recep Tayyip Erdoğan relied on contained uncertainty, which generated hope among the opposition, gave legitimacy to the elections, and simultaneously perpetuated a sense of despair through the common belief that he would win by any means necessary. The elections, held under a state of emergency, were among the most unjust in Turkey's recent history. Despite the extremely unfavourable conditions, and the sobering cynicism after election night, the opposition has revived its can-do spirit that had been lost after the 2013 Gezi protests. The presidential system granted Erdoğan the opportun
