At the dawn of a new century, Turkish-Western relations have also entered a new era. Recent years have seen enormous changes within Turkish society. Turkish foreign policy horizons have expanded, and the country has developed a more active and sovereignty-conscious approach to nearby regions and relations with allies. Europe too has changed. With the Helsinki Summit decisions, the European Union (EU) has moved from a decidedly ambivalent stance to a more integrationist approach in its relations with Turkey. NATO-a key institutional link for Turkey in the West-is changing in ways that heighten Turkey's value to the Alliance. At the same time, the EU is developing foreign and defense policy initiatives in which Ankara's role remains uncertain. For the United States, Turkey's geopolitical importance is clear, but a predictable strategic relationship remains elusive, largely because Ankara and Washington have yet to develop a truly common agenda for relations in the post-Cold War world. Against this background, this report explores the changing parameters of Turkish-Western relations and offers an agenda for closer strategic cooperation in the U.S.-Turkish-European triangle.

During the leadership of Recep Tayyip Erdo?an and the AKP, the Turkish government shifted from a 'reactive' to an 'activist' foreign policy. As a result, many in the West increasingly began to see Turkey as a key actor in the international relations of the region, and indeed the wider international stage. Turkey and the West offers a unique approach to this transformation and considers questions of Turkish national identity and its relations with the West through the lens of gender studies. From the Ottoman Empire to the present day, the book constructs an image of Turkish foreign policy as reflecting a gendered insecurity - one of a 'non-Western' Turkish masculinity subordinated to a 'Western' hegemonic masculinity - and shows how Turkey's 'subordination' has in turn been internalised by its own politicians. This book explores shifts in Turkey's foreign policy and the relevance of Turkey's reconnect offensive with Asia. With the end of the Cold War, Turkey and the West had lost the mutuality of interests and threat perceptions, particularly towards Russia. Western countries are now occupied by the rise of China and are in search of new allies in the Asia Pacific. Turkey is left in its region to deal with Russia and crises that are primary outcomes of Western failures in Syria, Libya, Iraq, Azerbaijan, and Qatar. In the absence of its Western allies, Turkey engaged with Russia alone to deconflict and stabilise Syria, Libya, and Azerbaijan. Turkey's ruling conservative AK Party, however, had won elections from 2002 to 2012 on a strong pro-EU and pro-West agenda. Now, it is talking about ‘strategic autonomy’, ‘multidimensionalism’, ‘diversification’, or ‘the world is bigger than five’. The new foreign policy gestures are underpinned by the rise of the domestic defence industry, nationalist politics at home, and increased trade relations with key Asian economies, China, India, and Indonesia. At an international level, the ruling party has instrumentalised strong criticism of the West for injustice and neglect of the Turkish, Muslim, Islamic, and non-western world. Although this reminds of the history of Turkey's failed quests to shift from a West-centric foreign policy to an unknown direction, the book argues that Turkey's reconnect with Asia is rather to complement and strengthen its relations with the West.
