Este texto aborda la problematica de los programas sociales en la Argentina de la decada del noventa en adelante, entendiendolos como la gran paradoja de la Argentina de la globalizacion. Mientras esta promete un intercambio desterritorializado, los programas sociales representan una vuelta a la localizacion, al recorte de poblaciones homogeneizadas y ancladas territorialmente. Los autores examinan una serie de programas Pequenos Hogares, dependientes del Consejo del Menor y la Familia, Agentes Comunitarios, Plan Social Educativo, Programa para Mayores de las Universidades, y ponen de relieve los efectos subjetivos de sus operaciones discursivas. El texto no se ancla en los muros de los programas, sino que los aborda para leer en ellos la huella de las transformaciones que han sufrido las politicas publicas y para debatir los sintomas de la fragmentacion de las identidades sociales. En la era de las politicas sociales, el mayor riesgo b"sugieren los textosb" no esta en el despliegue de programas sociales sino en convertir la contingencia en la fatalidad de la globalizacion. El peligro es naturalizar un modo de intervencion que despoja a la cuestion de la pobreza de sus aristas politicas y legitima una logica de gestion social cuyo horizonte maximo es multiplicar los programas compensatorios conforme aumenten los problemas derivados de la exclusion social. Mientras los mentores de la focalizacion invitan a abandonar las politicas publicas integradoras por su "alto costo y poca eficacia," este libro analiza el "costo social" de producir sujetos agradecidos, asistidos y tutelados.

Emerging traits of late global modernity such as transnationalism, multiculturalism, individualization and supranational contexts of action raise the question of what holds society together. Responses have typically made reference to legitimization, but the modern world presents challenges to such responses, for in such a differentiated, globalized setting, legitimization can no longer appeal to the previous national, ideological or religious foundations of early modernity. From a variety of theoretical and empirical perspectives, this book explores the manner in which legitimization can be constructed by people, groups or institutions under the contemporary pressures and possibilities of modern world society. Quality and Qualities: Tensions in Education Reforms is a provocative call for understanding and further exploring the elusive concept of quality in education. Although education quality has acquired high priority in the past few decades, the multiplicity of conceptualizations of quality also reflects the concerns and foci of multiple stakeholders. Coming to an understanding of quality education involves careful analysis of the context from which any particular reform or program emerges and of the continuing struggle to define and achieve it. Two main questions persist: who benefits from particular policies focused on quality? And what are the potential tradeoffs between a focus on quality, equitable distribution of education, and inclusion of various traditional expectations? This book explores notions of quality as understood within various systems of national, formal, and nonformal education. Also it considers the tensions that arise with the introduction of new standardized notions of quality in relation to international measures and educational reforms in developing countries. In all cases, specific national issues and concerns compete with global agendas.Challenges to quality that are given particular attention in the book chapters include changing definitions of quality, high expectations for education and issues with implementation, and the introduction of English as a means to achieve quality in a globalizing world. Special attention is also given to possible actions that support a more equitable education without ignoring the requisite of quality. The final chapter suggests three models/choices for seeking higher quality and guiding the educational future of nations.
