I believe we are verily guilty of neglect of an obvious duty and shall miss the blessing of God if we lose any more time in putting at the head of our Mission in New Guinea, which is now some years old, the natural leader in the Church. He alone can speak and act with authority. I do not hesitate to state my own conviction that every Church Mission should commence with a Bishop.
