"Two Centuries of Experience in Water Resources Management: A Dutch-U.S. Retrospective, "tells a trans-Atlantic story. Its chiefprotagonists are two established and respectedfederal water resources organizations the UnitedStates Army Corps of Engineers (USACE) and the DutchRijkswaterstaat. Founded more than 200 years ago, both organizations have a complex institutional history. These histories are geographically and culturallyspecific, but overlap in substantively important ways. Although the United States and the Netherlands maintaina long tradition of political, economic, and technicalcooperation, only recently have these institutionsformally engaged one another in meaningful forms of direct and collaborative interaction. Throughout history rivers have always been a source of life and of conflict. This book investigates the Central Commission for the Navigation of the Rhine’s (CCNR) efforts to secure the principle of freedom of navigation on Europe’s prime river. The book explores how the most fundamental change in the history of international river governance arose from European security concerns. It examines how the CCNR functioned as an ongoing experiment in reconciling national and common interests that contributed to the emergence of European prosperity in the course of the long nineteenth century. In so doing, it shows that modern conceptions and practices of security cannot be understood without accounting for prosperity considerations and prosperity policies. Incorporating research from archives in Great Britain, Germany, and the Netherlands, as well as the recently opened CCNR archives in France, this study operationalises a truly transnational perspective that effectively opens the black box of the oldest and still existing international organisation in the world in its first centenary. In showing how security-prosperity considerations were a driving force in the unfolding of Europe’s prime river in the nineteenth century, it is of interest to scholars of politics and history, including the history of international relations, European history, transnational history and the history of security, as well as those with an interest in current themes and debates about transboundary water governance. Building Resilience For Uncertain Water Futures written by Patricia Gober and has been published by Springer this book supported file pdf, txt, epub, kindle and other format this book has been release on 2018-03-29 with Social Science categories.
This book describes the existential threats facing the global water systems from population growth and economic development, unsustainable use, environmental change, and weak and fragmented governance. It argues that ‘business-as-usual’ water science and management cannot solve global water problems because today’s water systems are increasingly complex and face uncertain future conditions. Instead, a more holistic, strategic, agile and publically engaged process of water decision making is needed. Building Resilience for Uncertain Water Futures emphasises the importance of adaptation through a series of case studies of cities, regions, and communities that have experimented with anticipatory policy-making, scenario development, and public engagement. By shifting perspective from an emphasis on management to one of adaptation, the book emphasizes the capacity to manage uncertainties, the need for cross-sector coordination, and mechanisms for engaging stakeholder with differing goals and conflict resolution. This book will be a useful resource for students and academics seeking a better understanding of sustainable water use, water policy and water resources management.
