Throughout history rivers have always been a source of life and of conflict. This book investigates the Central Commission for the Navigation of the Rhine’s (CCNR) efforts to secure the principle of freedom of navigation on Europe’s prime river. The book explores how the most fundamental change in the history of international river governance arose from European security concerns. It examines how the CCNR functioned as an ongoing experiment in reconciling national and common interests that contributed to the emergence of European prosperity in the course of the long nineteenth century. In so doing, it shows that modern conceptions and practices of security cannot be understood without accounting for prosperity considerations and prosperity policies. Incorporating research from archives in Great Britain, Germany, and the Netherlands, as well as the recently opened CCNR archives in France, this study operationalises a truly transnational perspective that effectively opens the black box of the oldest and still existing international organisation in the world in its first centenary. In showing how security-prosperity considerations were a driving force in the unfolding of Europe’s prime river in the nineteenth century, it is of interest to scholars of politics and history, including the history of international relations, European history, transnational history and the history of security, as well as those with an interest in current themes and debates about transboundary water governance. This book deals with the introduction of a new type of “spatial measures" in flood governance. In contrast to traditional “safety measures" that aim to provide protection against floods by building structural flood defenses such as levees and flood walls, the goal of spatial measures is to reduce the exposure to flood risks by changing the spatial layout of flood-prone areas. By limiting developments and flood-proofing buildings in areas at risk to flooding, investments in structural flood defenses can be circumvented and vulnerabilities reduce. World-wide, spatial measures are gaining attractiveness as a response strategy to increasing flood risks caused by climate change and urbanization. The introduction of spatial measures in flood governance involves more than the simple development of new policies and laws. Research has demonstrated that the implementation of spatial measures can have huge implications for how costs and responsibilities are divided between different levels of governance and between public and private actors, changing the whole organization behind flood governance. Both for the effectiveness and for the legitimacy of spatial flood governance strategies, it is important that these distributive implications are well understood. This book describes the introduction of spatial measures in the context of two very different delta countries: the Netherlands and the United States. In the United States, a spatial flood governance strategy was already developed in de mid-20th century whereas in the Netherlands, a safety paradigm institutionalized over the course of the 20th century and spatial measures have only recently been introduced. By analyzing the science-policy interactions underlying the implementation of spatial measures in both countries, this book shows how under the influence of different types of experts (engineers in the Netherlands and social geographers in the United States) different spatial flood management strategies emerged with different distributive implications, each with its own challenges for effectiveness and legitimacy.

Integrated Water Resources Management (IWRM) has become a global paradigm for the governance of surface, coastal and groundwaters. This Special Issue contains twelve articles related to the transfer of IWRM policy principles. The articles explore three dimensions of transfer—causes, processes, outcomes—and offer a theoretically inspiring, methodologically rich and geographically diverse engagement with IWRM policy transfer around the globe. As such, they can also productively inform a future research agenda on the ‘dimensional’ aspects of IWRM governance. Regarding the causes, the contributions apply, criticise, extend or revise existing approaches to policy transfer in a water governance context, asking why countries adopt IWRM principles and what mechanisms are in place to understand the adoption of these principles in regional or national contexts. When it comes to processes, articles in this Special Issue unpack the process of policy transfer and implementation and explore how IWRM principles travel across borders, levels and scales. Finally, this set of papers looks into the outcomes of IWRM policy transfer and asks what impact IWRM principles, once implemented, gave on domestic water governance, water quality and water supply, and how effective IWRM is at addressing critical water issues in specific countries.
