In this paper we outline two suggestions for making existing democratic institutions in Hong Kong more effective. First, we suggest placing more responsibility for policy-making at the District Council level, so as to provide greater stakes in District Council elections. Second, we suggest similarly increasing the stakes in LegCo elections by having some Principal Officials be appointed from LegCo based on the electoral success of their party's platform -- or (if current law is interpreted to prevent LegCo members from serving in the executive) by having each electorally-significant party nominate people associated with the party to be Principal Officials. By giving the parties that have significant electoral mandates material influence in executive policy formation, successful parties will become associated with and proponents and defenders of -- rather than constantly being in opposition to -- at least some of the policies being implemented by the government. This will also require the strengthening and development of Hong Kong's political culture and its political party structures through building professional career tracks for talented politically-inclined people and through the addition of people within the major parties focused on designing party platforms through policy research, political marketing, and political strategy development.

In 1863, Union and Confederate forces fought for control of Chattanooga, a key rail center. The Confederates were victorious at nearby Chickamauga in September. However, renewed fighting in Chattanooga that November provided Union troops a victory, control of the city, and drove the Confederates south into Georgia. The Union success left its armies poised to invade the Deep South the following year.

Since the mid-20th century, literature on the state, market, and higher education has focused on the state’s shifting role from the direct administration to the supervision of higher education, and its increased use of market and managerial principles and techniques to regulate public universities. However, very few studies have addressed the political influences on university governance produced by changing state-university-market relationships, the chancellorship of public universities, or students’ and academics’ civic engagement with regard to sensitive political issues. The book examines both the positive and problematic outcomes of using market principles and managerialism to reform public higher education; questions the longstanding tradition of university chancellorship; explores the issue of external members holding the majority on university governing boards; probes into the dilemma of either relying on the system or a good chancellor and external members to preserve universities’ autonomy and academic freedom; and assesses the cost of students’ and academics’ civic engagement with regard to politically sensitive issues.
