The USAir Force human capital management (HCM) system is not easily defined or mapped. It affects virtually every part of the Air Force because workforce policies, procedures, and processes impact all offices and organizations that include Airmen and responsibilities and relationships change regularly. Two reports, for 2014 and 2015, provide up-to-date information and data on the work of America's Air Force Reserve. For the past 68 years, the Air Force Reserve has provided combat-ready forces to fly, fight and win for our nation. Today, our force consists of nearly 70,000 Citizen Airmen who provide daily operational capability, strategic depth and surge capacity. These men and women are dedicated professionals, standing ready to deploy within as little as 72 hours to defend our nation. Amid shrinking budgets, emerging threats and growing capability gaps, the Air Force Reserve stands ready as a hedge against risk. History has shown us there will always be another threat or disaster and we provide a cost-effective and experienced force capable of responding when needed. For example, in 2015 we performed more than 48,000 man-days in support of worldwide Intelligence, Surveillance and Reconnaissance, flew combat sorties, and provided critical capability during hurricane season with our Hurricane Hunters. Every airlift, airdrop and aeromedical evacuation demonstrated our commitment to our nation and combatant commanders around the globe. Our men and women served proudly in every Air Force core function, and continued to demonstrate a level of professionalism and commitment that is unparalleled. We ushered in the first F-35s at Hill AFB, began preparations for the first KC-46 Reserve unit bed down at Seymour Johnson Air Force Base and helped with the last Global Positioning System IIF launch. These events represent a small fraction of our operations this year, but demonstrate our ability to remain an integrated, flexible and combat ready force today and in the future. In today's rapidly shifting security environment, it is imperative that we continue to look to the future to determine how to build the future force, develop the team and recapitalize our fleet. As we continue to leverage our innovation, experience and strengths, I am confident we will remain ready for the next 70 years.

Air Force Doctrine ANNEX 3-01 Counterair Operations 27 October 2015 The US Air Force flies, fights, and wins in the domains of air, space, and cyberspace. Control of the air provides the joint force with freedom of action while reducing vulnerability to enemy detection, attack, and other effects. Joint doctrine provides broad guidance for countering air and missile threats (see Joint Publication 3-01, Countering Air and Missile Threats), but does not describe the full spectrum of control of the air, as this publication does. The Air Force brings specific capabilities to a joint force to achieve various levels of control of the air by operating in the air domain. Clearly defined domains help identify the conditions and capabilities under which systems and personnel conduct operations, but do not mandate or imply command relationships. The air domain is the area, beginning at the Earth's surface, where the atmosphere has a major effect on the movement, maneuver, and employment of joint forces. Control of the air is normally one of the first priorities of the joint force. This is especially so whenever the enemy is capable of threatening friendly forces from the air or inhibiting a joint force commander's (JFC's) ability to conduct operations. Counterair is a mission that integrates offensive and defensive operations to attain and maintain a desired degree of control of the air. Counterair missions are designed to destroy or negate enemy aircraft and missiles, both before and after launch. Counterair helps ensure freedom to maneuver, freedom to attack, and freedom from attack. Counterair is directed at enemy forces and other target sets that directly (e.g., aircraft, surface-to-air missiles, ballistic missiles) or indirectly (e.g., airfields, fuel, command and control facilities, network links) challenge control of the air. Airmen integrate capabilities from all components to conduct intensive and continuous counterair operations aimed at gaining varying degrees of control of the air at the time and place of their choosing.

Air Force Doctrine ANNEX 3-59 Weather Operations 27 May 2015 Air Force weather operations provide direct support to conventional and special operations forces (SOF) of the Air Force and Army. When designated, Air Force weather forces also provide direct support to joint, multinational, and other national agency operations. Weather operations provide a critical piece of situational awareness when a commander is building battlespace awareness of the assigned operational area. Though information about environmental conditions and the effects these conditions have (referred to throughout this Annex as weather and weather effects information) can be applied throughout a theater and across the range of military operations (ROMO), such information should always be tailored by weather forces to the military operation being executed, whether at the strategic, operational, or tactical level.

The "Air Force's Black Ceiling" is a view of diversity in the Air Force from one man's over 28 years in the Air Force. This view begins with his perspectives and insights as an Air Force Academy cadet and continues with his progression through company and field grade ranks. It also includes special insights gained while serving on the Secretary of Defense's Diversity Task Force as the Deputy Director of the Defense Business Practice Implementation Board. The author's view of diversity has been bolstered by face to face interviews with five former African American Air Force four-star generals and numerous current and former African American generals in the Air Force and the Army. The author's views are also influenced by numerous discussions with former graduates of the US Air Force Academy, his work with the Tuskegee Airmen chapters and his own detailed research into the biographies of former Air Force Chiefs of Staff and former Strategic, Tactical and Air Combat Command Commanders. The title might imply that the "Black Ceiling" has been put in place on purpose by senior Air Force leaders... the reader will find out that isn't the case. The reader however will find out that there are very distinct remnants of an intricate system of exclusionary development practices, cultural practices, stereotypes and biases that have served to keep the ceiling in place for African American men throughout the Air Force's existence. The author redefines diversity in an effort to show that certain doors in the US Air Force still remain solidly closed to African Americans in 2016. Previous definitions of diversity allowed the Air Force to appear successful if it had a black four-star general on the roster. The author's definition keys in on diversity in the fighter pilot ranks. This is a critical distinction. It is a pivotal distinction to point out that until 2015 the Air Force has never had so much as a three-star general in charge of fighter or bomber forces in Tactical, Strategic, or Air Combat Command or in US Air Forces Europe. There has never been a four-star commander of any of these commands. A generation of fighting the Cold War in Europe. Nearly a generation of war-fighting in Iraq. With no African American three-star generals leading the fight until 2015. The author will show that the Air Force has a history of picking its Chiefs of Staff, its Commanders of Tactical, Strategic, Air Combat and US Air Forces Europe from general officers who were proven in the fight. The author shows in detail the selective and exclusionary development of non-minority officers from the time of commission, only to point to changes that must be made to change diversity where it is needed most: fighter pilot general officers. The target audience for this book is those who recognize that the Air Force is a great institution that can be made better. Those who might be in a position to influence or even make the changes recommended in this book to make the Air Force better than it has ever been.
