Changes in the 21st century security environment require new analytic approaches to support strategic deterrence. Because current adversaries may be deterred from the use of nuclear weapons differently than were Cold War adversaries, the Air Force needs an analytic process and tools that can help determine those Air Force capabilities that will successfully deter or defeat these new nuclear-armed adversaries and assure U.S. allies. While some analytic tools are available, a coherent approach for their use in developing strategy and policy appears to be lacking. Without a coherent analytic approach that addresses the nuances of today's security environment, Air Force views of its strategic deterrence needs may not be understood or accepted by the appropriate decision makers. A coherent approach will support Air Force decisions about its strategic force priorities and needs, deter actual or potential adversaries, and assure U.S. allies. In this context, the Air Force in 2012 requested that the Air Force Studies Board of the National Research Council undertake a workshop to bring together national experts to discuss current challenges relating strategic deterrence and potential new tools and methods that the Air Force might leverage in its strategic deterrence mission. The workshop consisted of two 3-day sessions held in Washington, DC on September 26-28, 2012 and January 29-31, 2013 and was attended by a very diverse set of participants with expertise in strategic deterrence and a range of analytic tools of potential interest to the Air Force. Since the early 1960s, the U.S. strategic nuclear posture has been composed of a triad of nuclear-certified long-range bombers, intercontinental ballistic missiles, and submarine-launched ballistic missiles. Since the early 1970s, U.S. nuclear forces have been subject to strategic arms control agreements. The large numbers and diversified nature of the U.S. nonstrategic (tactical) nuclear forces, which cannot be ignored as part of the overall nuclear deterrent, have decreased substantially since the Cold War. While there is domestic consensus today on the need to maintain an effective deterrent, there is no consensus on precisely what that requires, especially in a changing geopolitical environment and with continued reductions in nuclear arms. This places a premium on having the best possible analytic tools, methods, and approaches for understanding how nuclear deterrence and assurance work, how they might fail, and how failure can be averted by U.S. nuclear forces. U.S. Air Force Strategic Deterrence Analytic Capabilities identifies the broad analytic issues and factors that must be considered in seeking nuclear deterrence of adversaries and assurance of allies in the 21st century. This report describes and assesses tools, methods - including behavioral science-based methods - and approaches for improving the understanding of how nuclear deterrence and assurance work or may fail in the 21st century and the extent to which such failures might be averted or mitigated by the proper choice of nuclear systems, technological capabilities, postures, and concepts of operation of American nuclear forces. The report recommends criteria and a framework for validating the tools, methods, and approaches and for identifying those most promising for Air Force usage.

Sweeping changes are occurring in the international system, presenting the United States with both opportunities and challenges. The East-West strategic rivalry that dominated the global security environment for over forty years has been fundamentally and, in a number of critical ways, irreversibly altered. Yet the world continues to be unpredictable and dangerous. Relations with Russia and China have improved dramatically in the last ten years but remain uncertain. Both states continue to emphasize and modernize their nuclear arsenals. In other regions of vital interest to the United States, potential adversaries increasingly have at their disposal advanced conventional and unconventional capabilities, as well as weapons of mass destruction and the means for their delivery. Together, these and other factors, such as the ongoing revolution in military technology, have engendered major adjustments in U.S. national security policy and in the strategy and forces that support U.S. security interests. A series of U.S. government analyses, including the Nuclear Posture Review and the Quadrennial Defense Review, has guided the restructuring of U.S. conventional forces and provided the basis for the late 1997 Presidential Decision Directive on nuclear weapons policy. Further analyses and adjustments will certainly follow. As a contribution to this dynamic process, this report assesses the rationale and requirements for U.S. nuclear weapons, and the infrastructure and people that are critical to their sustainment, in the current and future security environment. By so doing, the report is intended to promote greater understanding of the issues and the measures that will be necessary to sustain deterrence in an uncertain future. The American public and its leadership in both the Executive and Legislative branches must remain informed, involved, and supportive. This survey is a product of the Quadrennial Defense Review (QDR) 2001 Working Group, a project of the Institute for National Strategic Studies at the National Defense University. Sponsored by the Chairman of the Joint Chiefs of Staff, the working group is an independent, honest-broker effort intended to build intellectual capital for the upcoming QDR. More specifically, it aims to frame issues, develop options, and provide insights for the Chairman, the services, and the next administration in three areas: defense strategy, criteria for sizing conventional forces, and force structure for 2005-2010. One of the group's initial tasks was to assess the future security environment to the year 2025. This was pursued by surveying the available literature to identify areas of consensus and debate. The goal was to conduct an assessment that would be far more comprehensive than any single research project or group effort could possibly produce. This survey documents major areas of agreement and disagreement across a range of studies completed since the last QDR in 1997. Because it distills a variety of sources and organizes and compares divergent views, this volume makes a unique contribution to the literature. It also provides a particularly strong set of insights and assumptions on which both strategists and force planners can draw in the next Quadrennial Defense Review. This survey does not claim to predict or illustrate all possible wars that Anmrica might face between now and the year 2025. Rather, it attempts, through analysis of representative and reputable sources, to incorporate the most likely characteristics of the future security environment into a single scenario, while heightening our awareness of dissenting viewpoints and plausible wild cards.

Twenty-five years of relative calm and predictability in relations between Russia and the West enabled European governments largely to neglect their military capabilities for territorial defense and dramatically redraw Northern Europe’s multilateral, regional, and bilateral boundaries, stimulating new institutional and cooperative developments and arrangements. These cooperative patterns of behavior occurred amid a benign security environment, a situation that no longer obtains. Following Russia’s annexation of Crimea, its military incursion into eastern Ukraine, its substantial military modernization efforts, heightened undersea activity in the North Atlantic and Baltic Sea, and its repeated air violations, the region’s security environment has dramatically worsened. The Baltic Sea and North Atlantic region have returned as a geostrategic focal point. It is vital, therefore, that the United States rethink its security approach to the region—what the authors describe as an Enhanced Northern Presence.
