In early 2007, after several years of internal discussions and consultations with Poland and the Czech Republic, the Bush Administration formally proposed to defend against an Iranian missile threat by deploying a ground-based mid-course defense (GMD) element in Europe as part of the global U.S. BMDS (Ballistic Missile Defense System). The system would have included 10 interceptors in Poland, a radar in the Czech Republic, and another radar that would have been deployed in a country closer to Iran, to be completed by 2013 at a reported cost of at least $4 billion. The proposed European BMD capability raised a number of foreign policy challenges in Europe and with Russia. The United States negotiated and signed agreements with Poland and the Czech Republic, but for a number of reasons those agreements were not ratified by the end of the Bush Administration. This book examines the long-range ballistic missile defense in Europe. It also discusses the implementation challenges for future capabilities in Europe; and actions needed to address these implementation issues.

Russia's actions in Ukraine are not the only challenge to relations with the United States. U.S. plans for ballistic missile defense (BMD) capability in Europe have led to aggressive rhetoric from Moscow, which continues at the time of this writing even though attention in the West is focused almost exclusively on Ukraine. Russia's strenuous opposition to the U.S. European Phased Adaptive Approach plans is based on claims that this capability is intended to compromise Russia's nuclear deterrent capability. Most of these claims have been dismissed as groundless. Yet, all discussion of the subject highlights the U.S. current and proposed deployments, and entirely ignores Russia's own missile interception systems, which are claimed to have comparable capability. Russia protests that U.S. missiles pose a potential threat to strategic stability, and has made belligerent threats of direct military action to prevent their deployment. But no mention at all is made of the strategic implications of Russia's own systems, despite the fact that if the performance and capabilities claimed for them by Russian sources are accurate, they pose at least as great a threat to deterrence as do those of the United States. This monograph aims to describe Russia's claims for its missile defense systems, and, where possible, to assess the likelihood that these claims are true. This will form a basis for considering whether discussion of Russian capabilities should be an integral part of future conversations with Russia on the deployment of U.S. and allied BMD ( Ballistic Missile Defense) assets. "Since 2002, DOD has spent over $98billion developing a ballistic missiledefense system to protect the UnitedStates, U.S. forces, and allies againstinbound threat missiles. In December2011, DOD deployed the initial phaseof a revised approach for Europe, withincreased capabilities to be deployedin later phases. GAO has reported onpotential risks to DOD'simplementation caused by the lack of acoordinated management approachand an absence of life-cycle costestimates. Given DOD's BMDinvestment and revised approach,GAO was asked to review EPAA'simplementation. GAO evaluated theextent to which DOD (1) identified andplanned to resolve implementationissues before deploying BMDcapabilities to Europe; and (2)estimated the long-term costs tooperate and support BMD elements inEurope. GAO reviewed DODinstructions, manuals, and otherdocuments on the acceptance processand the status of operating and supportcost estimates that have beendeveloped to-date, and interviewedcognizant officials."

Through a reliance on nuclear weapons, President Eisenhower hoped to provide a defense strategy that would allow the U.S. to maintain its security requirements without creating an economic burden. This defense strategy, known as the New Look, benefited the U.S. Air Force with its focus on strategic nuclear weapons. The U.S. also required European missile bases to deploy their intermediate range ballistic missiles, while efforts continued to develop U.S.- based intercontinental ballistic missiles. Deploying such missiles to Europe required balancing regional European concerns with U.S. domestic security priorities. In the wake of the Soviet Sputnik launch in 1957, the U.S. began to fear Soviet missile capabilities. Using European missile bases would mitigate this domestic security issue, but convincing NATO allies to base the missiles in their countries raised issues of sovereignty and weapons control and ran the risk of creating divisions in the NATO alliance.
