This volume establishes Amitai Etzioni's communitarian approach to international relations as a distinct school of American foreign policy thought. Nikolas K. Gvosdev systematically evaluates Etzioni's ideas, tracing their origins during the Cold War and their relevance to current challenges in Asia and the Middle East, and considering their strengths and weaknesses.Etzioni agrees with liberal internationalists who believe that traditional notions of state sovereignty are eroding and that a new set of global norms is required. However, he argues against the imposition of Western policies on the rest of the world, which he sees as a recipe for conflict which the United States cannot afford. He warns against the post-Cold War triumphalism, arguing that it undercuts efforts to find necessary common ground with both Russia and China. An enduring and stable global architecture cannot be maintained unless it appeals to the interests of a broad community of nations. The trust that is needed for forming closer associations between nations and to have a productive dialogue on human rights can only come about through the voluntary coordination of states forced to combat an increasing array of transnational threats.

In this book, Daniel Kliman argues that the years following September 11, 2001, have marked a turning point in Japan's defense strategy. Utilizing poll data from Japanese newspapers as well as extensive interview material, Kliman chronicles the erosion of normative and legal restraints on Tokyo's security policy. In particular, he notes that both Japanese elites and the general public increasingly view national security from a realpolitik perspective. Japan's more realpolitik orientation has coincided with a series of precedent-breaking defense initiatives. Tokyo deployed the Maritime Self-Defense Force to the Indian Ocean, decided to introduce missile defense, and contributed troops to Iraq's post-conflict reconstruction. Kliman explains these initiatives as the product of four mutually interactive factors. In the period after September 11, the impact of foreign threats on Tokyo's security calculus became ever more pronounced; internalized U.S. expectations exerted a profound influence over Japanese defense behavior; prime ministerial leadership played an instrumental role in deciding high profile security debates; and public opinion appeared to overtake generational change as a motivator of realpolitik defense policies. This book offers a new analytical framework for studying nuclear command and control (C2), based on a comparative study of four nuclear weapons states (NWS). The subject of nuclear operations management has long been shrouded in secrecy, and whilst the importance of nuclear C2 cannot be disputed, there are few academic studies into how and why states develop these systems. This volume includes a comparative study of the development of nuclear C2 by four different NWS (Britain, China, India, and Pakistan) and demonstrates that, despite several differences, there is a central set of factors that remain constant. The analytical framework used in this study identifies key factors that can potentially shape the evolution and stability of nuclear C2. These factors include geostrategic (threat) environment, international norms, leadership, and control of nuclear operations (civil-military control). The book also analyses the interaction among different stakeholders within the nuclear C2 enterprise. It recognises that politicians, the military and scientists all have key but different roles to play, and the way these stakeholders have learned to co-exist with each other is explored.
