U.S.-European Collaboration in Space Science reviews the past 30 years of space-based research across the Atlantic. The book, which was prepared jointly with the European Space Science Committee (under the aegis of the European Science Foundation) begins with a broad survey of the historical and political context of U.S.-European cooperation and collaboration in space. The focus of the book is a set of 13 U.S.-European missions in astrophysics, space physics, planetary sciences, earth sciences, and life and microgravity research that illustrate "lessons learned" on the evolution of the cooperation, mission planning and scheduling, international agreements, cost-sharing, management, and scientific output. These lessons form the basis of the joint committee's findings and recommendations, which serve to improve the future conduct and enhance the scientific output of U.S.-European cooperation and collaboration in space science.

In its fiscal year 2002 budget summary document the Bush administration expressed concern-based in part on the findings and conclusions of two National Research Council studies-about recent trends in the federal funding of astronomy and astrophysics research. The President's budget blueprint suggested that now is the time to address these concerns and directed the National Science Foundation (NSF) and the National Aeronautics and Space Administration (NASA) to establish a blue ribbon panel to (1) assess the organizational effectiveness of the federal research enterprise in astronomy and astrophysics, (2) consider the pros and cons of transferring NSF's astronomy responsibilities to NASA, and (3) suggest alternative options for addressing issues in the management and organization of astronomical and astrophysical research. NASA and NSF asked the National Research Council to carry out the rapid assessment requested by the President. This report, focusing on the roles of NSF and NASA, provides the results of that assessment.

The National Research Council (NRC) has been conducting decadal surveys in the Earth and space sciences since 1964, and released the latest five surveys in the past 5 years, four of which were only completed in the past 3 years. Lessons Learned in Decadal Planning in Space Science is the summary of a workshop held in response to unforseen challenges that arose in the implementation of the recommendations of the decadal surveys. This report takes a closer look at the decadal survey process and how to improve this essential tool for strategic planning in the Earth and space sciences. Workshop moderators, panelists, and participants lifted up the hood on the decadal survey process and scrutinized every element of the decadal surveys to determine what lessons can be gleaned from recent experiences and applied to the design and execution of future decadal surveys.

Both the President's commission on how to implement the President's space exploration initiative and Congress asked the NRC undertake an assessment and review of the science proposed to be carried out under the initiative. An initial response to that request was the NRC February 2005 report, Science in NASA's Vision for Space Exploration. While that report's preparation, NASA created capabilities and strategy roadmapping efforts which became the object of the next phase of the NRC review. The new NASA administrator modified that NASA activity resulting in changes in the NRC review effort. This report provides a review of six science strategy roadmaps: robotic and human exploration of Mars; solar system exploration; universe exploration; search for earth-like planets; earth science and applications from space; and sun-earth system connection. In addition, an assessment of cross-cutting and integration issues is presented.

Assessment of Mission Size Trade-offs for NASA's Earth and Space Science Missions addresses fundamental issues of mission architecture in the nation's scientific space program and responds to the FY99 Senate conference report, which requested that NASA commission a study to assess the strengths and weaknesses of small, medium, and large missions. This report evaluates the general strengths and weaknesses of small, medium, and large missions in terms of their potential scientific productivity, responsiveness to evolving opportunities, ability to take advantage of technological progress, and other factors that may be identified during the study; identifies which elements of the SSB and NASA science strategies will require medium or large missions to accomplish high-priority science objectives; and recommends general principles or criteria for evaluating the mix of mission sizes in Earth and space science programs. Assessment of Mission Size Trade-offs for NASA's Earth and Space Science Missions considers not only scientific, technological, and cost trade-offs, but also institutional and structural issues pertaining to the vigor of the research community, government-industry university partnerships, graduate student training, and the like.
