Using a wide array of recently declassified archival materials in the United States and Western Europe, this collection offers new insights into the changing dynamics of transatlantic relations during the era of détente (1969-1980). Whereas prior studies of this decade have focused on the end of the Vietnam War or U.S.-Soviet relations, this volume reveals why bitter conflicts developed between the U.S. and its European allies, and how, contrary to conventional wisdom, European integration evolved less as a consequence of Washington's support than as a result of America's relative decline and growing U.S.-European discord. Taking into account the developments in various bilateral and multilateral settings, such as the European Community, the Helsinki process, and the G-7 summits, the contributions show that a common alliance strategy has always been a difficult undertaking, often the result of bitter confrontation and painful compromises. With clear overtones to more recent disputes, this collection demonstrates there was never a "golden age" of transatlantic harmony.

Ties between the United States (US) and the European Union (EU) rival those between any other pair of international actors. After all, no other regions of the world are as closely connected in economics, security and politics as Europe and the US. This comprehensive volume makes conceptual progress and empirical contributions in accounting for how EU-US relations have been impacted by a context of multiple EU crises alongside a parallel change in US policies. The authors find strong evidence to suggest that the transatlantic relationship is weakening. This is partly a consequence of the EU’s internal policies, as it becomes more unified and autonomous of the US in some areas, while fragmenting in others. Most importantly, it is a consequence of the two actors’ increasingly diverging perspectives and positions on international issues, institutions, norms and indeed the value of the transatlantic relationship. Although the long-term effects remain to be seen, it is likely that the cracks in the foundation of transatlantic relations will continue into the present and foreseeable future. This book was originally published as a special issue of the Journal of European Integration.

Today, as China's influence in the world grows and as the European Union moves to strengthen its position in international affairs, it is all the more critical for U.S. policy leaders to take careful stock of China-Europe relations and their implications for U.S. interests. Europe-China relations have become increasingly regularized, institutionalized, and mutually beneficial, encompassing a broadening range of political, economic, military, scientific, technological, educational, and cultural ties. The China question has arisen as an area of potential transatlantic disagreement, especially over the arm embargo issue, but also on broader concerns of global order, multipolarity, balancing U.S. power, and economic competition. Given the political, economic and security-related importance of China and Europe to the United States, improving China-Europe relations pose important challenges and opportunities for U.S. interests. These developments may not only challenge the U.S. position vis-à-vis China and Europe; they also could contribute to an increasingly competitive, confrontational, and ultimately detrimental deterioration in traditionally strong transatlantic relations, while also further exacerbating persistent mistrust in U.S.-China ties. Were U.S.-Europe-China relations to deteriorate, Washington could lose out on the enormous strategic opportunities that would encourage positive political, economic, and security-related outcomes in China, which favor U.S., European, and Chinese interests over the longer term.
