United States Governmental Information Operations And Strategic Communications written by Steve Tatham and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-12 with Influence (Psychology) categories.

Through the prism of operations in Afghanistan, the author examines how the U.S. Government's Strategic Communication (SC) and, in particular, the Department of Defense's (DoD) Information Operations (IO) and Military Information Support to Operations (MISO) programs, have contributed to U.S. strategic and foreign policy objectives. It assesses whether current practice, which is largely predicated on ideas of positively shaping audiences perceptions and attitudes towards the United States, is actually fit for purpose. Indeed, it finds that the United States has for many years now been encouraged by large contractors to approach communications objectives through techniques heavily influenced by civilian advertising and marketing, which attempt to change hostile attitudes to the United States and its foreign policy in the belief that this will subsequently reduce hostile behavior. While an attitudinal approach may work in convincing U.S. citizens to buy consumer products, it does not easily translate to the conflict- and crisis-riven societies to which it has been routinely applied since September 11, 2001.

Information Operations Matters written by Leigh Armistead and has been published by Potomac Books, Inc. this book supported file pdf, txt, epub, kindle and other format this book has been release on 2011-09 with Computers categories.

Introduced in 1998 by the Department of Defense, the concept of information operations (IO) proposed to revolutionize the ways in which warfare, diplomacy, and business were conducted. However, this transformation has not come to fruition. Two large gaps remain: between policy and theory, and between the funding needs of IO initiatives and the actual funds the federal bureaucracy is willing to provide to support these operations. These two discrepancies are central to the overall discussions of Information Operations Matters. Leigh Armistead explains why these gaps exist and suggests ways to close them. Also in discussing best practices in IO, he clarifies how the key agencies of the U.S. government can use the inherent power of information to better conduct future strategic communication campaigns. Information Operations Matters presents a more pragmatic approach to IO, recommending that IO policy be made surrounding usable concepts, definitions, theories, and capabilities that are attainable with the resources available. To meet the threats of the future as well as those facing us today, Armistead argues, it is necessary to use this new area of operations to the greatest extent possible.

Strategic Communication written by Christopher Paul and has been published by Bloomsbury Publishing USA this book supported file pdf, txt, epub, kindle and other format this book has been release on 2011-04-07 with Political Science categories.

This volume in the Contemporary Military, Strategic, and Security Issues series presents a concise introduction to the evolution, key concepts, discourse, and future options for improved strategic communication in today's U.S. government. Strategic Communication: Origins, Concepts, and Current Debates is a groundbreaking study, the first book explicitly focused on strategic communication as it is currently used and discussed in the U.S. government. Written specifically for those who are new to strategic communication, this incisive book clarifies the definitional debate, explores the history of the term and its practice, and embraces a broad, practical definition. But that is only the beginning. Moving to the realities of the issue, author Christopher Paul reviews dozens of government reports on strategic communication and public diplomacy released since 2000, examining specific proposals related to improving strategic communication in the U.S. government and explaining the disagreements. Most important, he offers consensus and clarity for the way ahead, discussing how disparate elements of the government can be coordinated to master—and win—the "war of ideas" through fully integrated and synchronized communications and actions.

Persuasion And Power written by James P. Farwell and has been published by Georgetown University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2012-11-27 with Political Science categories.

Now more than ever, in the arenas of national security, diplomacy, and military operations, effective communication strategy is of paramount importance. A 24/7 television, radio, and Internet news cycle paired with an explosion in social media demands it. According to James P. Farwell, a former political consultant, the US government's approach to strategic communication has been misguided. Persausion and Power stands apart for its critical evaluation of the concepts, doctrines, and activities that the US Department of Defense and Department of State employ for the art of strategic communication including psychological operations, military information support operations, propaganda, and public diplomacy. Farwell stresses that words, deeds, actions, and symbols may qualify as strategic communication and aim to mold or shape public opinion to influence behavior in order to attain specific objectives, advance interests, or—viewed from a military perspective—satisfy or create conditions that produce a desired end-state. He contends that a message that is true, consistent, and persuasive is more powerful than any deception. Persuasion and Power is a book about the art of strategic communication, how it is used, where, and why. Using historical examples, Farwell illustrates how its principles have made a critical difference throughout history in the outcomes of crises, conflicts, politics, and diplomacy across different cultures and societies. This insightful volume will help communications officers, policymakers, and students understand when, where, and how they can apply the principles of strategic communication to advance national security interests.

The Defense Science Board Summer Study on the Transition to and from Hostilities was formed in early 2004 (the terms of reference are contained in Appendix A) and culminated in the production of a final report and summary briefing in August of 2004. The DSB Task Force on Strategic Communication conducted its deliberations within the overall Summer Study schedule and revisited a topic that was addressed in October 2001.1 Task Force members and Government advisors are identified in Appendix B. The current Strategic Communication Task Force re-examined the purposes of strategic communication and the salience of recommendations in the earlier study. It then considered the following questions: (1) What are the consequences of changes in the strategic communication environment? (2) What Presidential direction and strategic communication means are required? (3) What should be done about public diplomacy and open military information operations? The Task Force met with representatives from the National Security Council (NSC), White House Office of Global Communications, Department of State (DOS), Department of Defense (DOD), Broadcasting Board of Governors (BBG), and the private sector (the schedule of meetings, briefings and discussions is contained in Appendix C). Based on extensive interaction with a broad range of sectors in the government, commercial, and academic worlds, as well as a series of highly interactive internal debates, we have reached the following conclusions and recommendations.

As U.S. Joint Forces Command continues to interact with the combatant commands and Services, we recognize that there is no universal agreement on the best way to plan and execute a strategic communication and related activities strategy. Additionally, there is very little doctrinal guidance, consequently we have updated this pre-doctrinal handbook to help joint force commanders and their staffs understand alternative perspectives, techniques, procedures, "best practices," and organizational options. Strategic communication must be at the heart of U.S. Government efforts to inform and influence key audiences in support of U.S. national interests, policies, and objectives. We seek to achieve this influence by understanding and engaging them with coordinated programs, plans, themes, messages, images, and products synchronized with the actions of all instruments of national power. The U.S. military plays an instrumental supporting role in strategic communication, primarily through information operations, public affairs, visual information, and defense support to public diplomacy. Strategic communication considerations should be associated with every military operation across the entire range of military operations from routine, recurring military activities in peacetime through major operations. Every commander should develop a coordinated and synchronized communication strategy and provide guidance for the support and execution of a coherent effort. Effectively synchronized strategic communication has the potential to achieve national, theater-strategic and operational-level objectives in a manner that could lessen the requirement for combat in many operations. This is especially the case in circumstances where the focus of operations is on gaining and maintaining support of the relevant population, such as in counterinsurgency and other operations associated with irregular warfare.
