This anthology presents 27 articles on counterinsurgency and irregular warfare, particularly highlighting and examining the U.S. Marine Corps' roles in conflicts from 1898 through 2007. It also includes an extensive bibliography of works on these conflicts. Continuing discussion and study of these subjects is of critical importance to the ongoing efforts of the United States and its allies in the Global War on Terrorism. The anthology is divided broadly into two halves: the first half presents historical examples of counterinsurgency involving the United States-from the Philippines and the "Banana Wars" up through Vietnam-while the second half addresses the nation's contemporary efforts in this regard. Articles cover the situations in Iraq, Afghanistan, and the Horn of Africa. The selected bibliography addresses a broad range of subjects: on higher-end operational/strategic level of war considerations, on geopolitical context, and on a varied array of related topics-political theory, historical case studies, failed states, cultural studies and analysis, and many others-that all provide context or play a role in conducting a counterinsurgency and achieving success in the realm of irregular warfare. Colonel Stephen S. Evans, USMCR, researched and compiled this work as a field historian with the Marine Corps History Division. He has experience at various operational levels, both joint and multinational, in CONUS and overseas, and has performed duty with all three MEFs, MARFORLANT, MARFOREUR, and U.S. forces in Korea. He has also held a range of positions in administrative and educational roles at Quantico and the Pentagon. Colonel Evans holds a doctorate in history from Temple University and has published two historical monographs.

This study investigates the significant effect of mobility, counter-mobility, survivability, and topographic engineering on the American Civil War Campaign of Chancellorsville. The operations occurred near Fredericksburg, Virginia, in April and May of 1863. In the battle, the Confederate Army of Northern Virginia decisively defeated the Union Army of the Potomac. Engineer-related considerations contributed immensely to the Confederate victory. Engineer battlefield functions influenced the operations of both armies. The Union Engineer Brigade constructed numerous pontoon bridges to overcome the river obstacles prior to and following the battle. This capability allowed the Union Army to initially surprise and envelop the Confederate Army. The natural obstacles of the rivers and forests and manmade obstacles of abatis hindered maneuver. Survivability was a significant factor during the fighting. At Chancellorsville, the Confederates used entrenchments for the first time in open operations. This strengthened their economy of force in front of the Union Army and gave “Stonewall” Jackson mass during his successful enveloping attack. Finally, topographic engineering was important through map production and reconnaissance by engineers. This study concludes that the Confederate Army integrated the engineer battlefield functions more effectively than the Union Army. In part, this explains the decisive Confederate victory.

In recent years the great powers of the West—primarily the US and UK—have most often been relegated to fighting “small wars,” rather than the great confrontational battles for which they once prepared. It has been a difficult process, with some conflicts increasingly being seen as unwinnable, or at least not worth the effort in treasure and blood, even as the geopolitical structure of the world appears to slip. It is thus worth paying heed now, to the experiences of another power which once encountered the same problems. This work examines the German analysis to the problem, covering their experiences from the Napoleonic era to the Third Reich. Though the latter regime, the most despicable in history, needed to be destroyed by US/UK conventional force, as well as that of the Soviets, the German military meantime provided analysis to the question of grassroots—as opposed to great-power—warfare. This work is built around the historical analysis titled Kleinkrieg, provided to the German High Command by Arthur Earhardt in 1935 (republished in 1942 and 1943) which examined insurgencies from French-occupied Spain to recurrent problems in the Balkans. It also calls upon the Bandenbekampfung (Fighting the Guerilla Bands) document provided to Germany’s OKW in 1944. In both, conditions that were specific to broader military operations were separated from circumstances in occupation campaigns, and new background in the German experience in suppressing rebellion in World War II is presented. Edited and annotated, along with new analysis, by Charles D.
