The U.S. decision to join the Implementation Force (IFOR) for the General Framework Agreement for Peace in Bosnia and Hercegovina (familiarly known as the Dayton Accords) marked a crucial milestone toward achieving the U.S. national objective of a lasting political settlement to the conflict in Bosnia. Equally critical will be determining whether the United States will continue participating in IFOR beyond the currently established 12-month deadline. Decisions of great import rarely entail simple cause and effect judgments. Thinking through the likely second and third order consequences of contemplated actions often defines success or failure as much as dealing with the issue of the moment. Such is the case for U.S. policy in Bosnia. In examining what form U.S. involvement in IFOR beyond the current deadline will take, we should recall that, while events inside Bosnia influenced the introduction of U.S. ground troops, wider U.S. interests in the Balkans, in Europe, and throughout the world proved more pivotal in the decisionmaking calculus. Likewise, a decision on whether to withdraw from or to extend IFOR also must encompass a similarly broad geo-strategic context. To that end, Dr. William Johnsen examines in this monograph the potential for creating suitable conditions for a lasting political settlement in Bosnia by December 1996, identifies possible outcomes of a U.S. withdrawal from IFOR, and assesses potential consequences for U.S. national objectives and interests within the Balkans, and beyond. Dr. Johnsen's conclusions will not sit well with most in the United States and abroad who are weary of the Bosnian "problem" and would like to see it "wrapped up" by December. That it appears intractable on the civil side despite IFOR's quieting of the guns heightens the frustration. Yet, as this study illustrates, one has only to turn back the clock a year to realize the distance traveled to date toward not only ending the bloodshed in Bosnia, but also reducing the risks to broader U.S. interests. The issue today is not so much about following a time line for December withdrawal, but where that would leave us and our interests another year hence.

This joint Russian-American research project, which analyzes the experience of US Russian cooperation in peace enforcement operations under IFOR in Bosnia-Herzegovina, is the first such research project conducted by representatives of military research organizations of the United States and the Russian Federation. The peace operation in Bosnia-Herzegovina, conducted by the IFOR multi-national forces under NATO leadership, is unique and can be assessed as a case study for the development of a model to resolve future armed conflicts. Taking into account the fact that there are no past or present analogues for the scale and significance of this operation, the experience of its preparation and conduct is broad and varied. The study and analysis of all aspects and elements of this operation have a broad significance for other peace operations. This makes the bilateral approach to evaluating the lessons learned and future prospects of such operations even more important. Let us hope that this is just the first such joint Russian-American project. By assessing the US-Russian experience in IFOR the Russian and American researchers have attempted to present the organization and conduct of IFOR through the eyes of those American and Russian officers who participated in the peace operation in Bosnia-Herzegovina. In a few short years these officers have gone from militarized confrontation in the heart of Europe to close cooperation in upholding the peace and security of Europe. Without that cooperation IFOR could not have succeeded, and this study would not have been possible. The publication of the results of this study should be of interest to a broad circle of military and civilian readers in the United States, Russia and many countries. These readers will find insights regarding the future conduct of peace operations and international security.

Since the end of the Cold War, the international community, and the USA in particular, has intervened in a series of civil conflicts around the world. This book explores the drivers of the EU’s recent forays into peace- and state-building operations. Since the Union’s European (now Common) Security and Defence Policy (ESDP/CSDP) became operational in 2003, the EU has conducted more than 20 civilian and military operations that broadly served to either deter aggression in host countries, and/or to build or strengthen the rule of law. This sudden burst of EU activity in the realm of external security is interesting from both a scholarly and a policy perspective. On one hand, institutionalised cooperation in the field of foreign, security and defence policy challenges the mainstream in IR theory which holds that in such sovereignty-sensitive areas cooperation would necessarily be limited. On the other hand, the sheer quantity of operations suggests that the ESDP may represent a potentially significant feature of global governance. In order to understand the drivers behind CSDP, EU Foreign Policy and Crisis Management Operations analyses the policy output in this area, including the operations conducted in the CSDP framework. Up until now, many studies inferred the logic behind CSDP from express intentions, institutional developments and (the potential of) pooled capabilities. By mining the rich data that CSDP operations represent in terms of the motives and ambitions of EU governments for the CSDP, this book advances our understanding of the framework at large.
