As for the sources of information and their validity and quality, we used primarily the youngest publications of the European Union, since this data is compared with others the most accurate and up to date. But we also took other international sources into consideration, newspapers as well as official energy sources.

Volume 1 of this report is in four parts. Part 1 covers the key issues in energy policy. Part 1 also looks at research and development and the work of the Energy Advisory Panel. Part 2 is concerned with the continuing evolution in the industry, with a detailed examination of each sector. Part 3 consists of appendices on: the energy industries in the economy; energy demand and energy efficiency; energy prices. Part 4 includes a list of publications and a glossary.Volume 2 consists of detailed indicators which have been grouped into 12 sections covering different aspects of the energy sector. Of the 12 sets of indicators, the most closely linked to energy policy objectives are those concerned with competitive markets, with safe and secure energy supplies and with sustainable energy supplies. Other indicators are more generally associated with the energy industries contribution to economic development, efficiency and productivity.A booklet, 'UK Energy in Brief' which summarises the latest statistics on energy production, is supplied with this publication.

Abstract: "Since the early 1990s, substantial resources and efforts have been spent on implementing market-oriented electricity reforms in developing countries. While there are important sectoral, economic, and social dimensions involved in electricity reform, empirical analysis and evaluation of reforms have been of limited use for testing the economic rationale of reforms and policy advice. This may partly be attributed to a lack of generally accepted and measured indicators for monitoring the progress, impacts, and performance of reforms.
