İlk dört cildi yayınevimizce basılan "Uluslararası İlişkiler Tarihi" kitabının bu 5. cildi Ali Rıza Dırık tarafından Rusça aslından çevrilerek hazırlanmış ve böylece ilk kez Türkçe'ye kazandırılmıştır. Kürt Tarihi’nin 52. sayısına yine bir dosya damgasını vurdu. Yayın kurulumuzdan Fırat Sözeri, Anjelika Pobedonostseva ile birlikte bu sayının neredeyse tamamını kapatan kapsamlı bir Sovyet Kürtleri dosyası hazırladı. Sovyetlerde Kürtlerin ve Kürt çalışmalarının serencamına ilişkin nitelikli ve ayrıntı çalışmalardan oluşan dosya için Fırat Sözeri’ye ve dosyanın yazarlarına müteşekkiriz. Büyük kısmı dosyanın giriş yazısında etraflıca tanıtıldığından biraz tekrar olacak ancak bu sayının yazılarına dair birkaç söz edeyim. Michael Leezenberg’in makalesi Kürtlerin Sovyet rejimiyle bütünleştirilmesi (yerlileştirilmesi) siyasetinin bir tezahürü olarak ortaya çıkan Kürtçeyle ilgili çalışmalara ve 1934’de Erivan’da düzenlenen Kürdoloji konferansını ele alıyor. Cabbar Kadir’in Zelal Konak tarafından Rusça’dan çevrilen yazısı ise Kürdoloji’nin Sovyetlerdeki önemli ismi Yevgeniya Vasilyeva hakkında. İsmet Konak’ın Sosyalist Kürtler (Nûbîhar) kitabı Kürtlerin Bolşevik Devrimi’nin ardından Sovyet sistemine entegrasyonu esnasında neye maruz kaldıklarını bilmek için çok önemli bir kaynak. Kitabı Vahap Coşkun tanıtıyor. Mariam Gureşidze’nin yazısı ise Irak Kürtleri üzerine çalışmalarıyla bilinen Albert Menteşaşvili hakkında. Kısa ömürlü Kızıl Kürdistan Sovyetler ve Kürtler bahsinde ilk akla gelenlerden malum. İsmet Konak 1924’te Kızıl Kürdistan’ı gezen etnograf Grigoriy Çursin’i ve Kürdistan gezisini yazdı. Yine Kızıl Kürdistan’la ilgili bir yazı Kamîz Şeddadi’nin ve Kızıl Kürdistan Kürtçesiyle ilgili. Hejarê Şamil’in yazısı ise Kazakistan’da ve Orta Asya’da Kürdolojinin sefahatiyle ilgili. Rusya ve Kürdoloji denince Minorsky’yi anmamak olmaz. Zara Yusupova’nın yazısı Minorsky’nin eserlerinde ve arşivinde Kürtlere bakıyor. Yazıyı İngilizceden Barış Can Altınok çevirdi. Anjelika Pobedonostseva-Kaya’nın Kültürel Çalışmalardan Kültürel ve Siyasi İnşaya Sovyet Kürdolojisi yazısını ise Rusçadan Fırat Sözeri çevirdi. Dosyan haricinde hepsi Kürtçe yazılmış üç yazı var. Evvela, Rohat Alakom 1849’da Ağrı civarında bulunan Alman ressam Wilhelm Kiesewetter’in aşiret reisi bir Kürdü gösteren resminin serencamını anlatıyor. Lokman Polat da İsmail Beşkçi’nin Anılar (İsmail Beşikçi Vakfı) kitabı üzerine yazdı. Son olarak Nihat Gültekin’in yazısı Yerivan Radyosu dengbêjlerinden Efoyê Esad hakkında. 53. sayıda buluşmak üzere…

The 1961 Vienna Convention on Diplomatic Relations has for over 50 years been central to diplomacy and applied to all forms of relations among sovereign States. Participation is almost universal. The rules giving special protection to ambassadors are the oldest established in international law and the Convention is respected almost everywhere.
