Este ensaio investiga o modo como o sistema de governo brasileiro foi pensado e construído na transição da ditadura para a democracia. Começamos analisando o diagnóstico prematuro de fracasso do sistema político, situando-o historicamente na experiência democrática da Assembleia Nacional Constituinte de 1987-1988 e no debate, que se fez central, sobre o sistema de governo. Em seguida, examinamos o impeachment de Fernando Collor de Mello, a partir das múltiplas leituras que, encarando criticamente o sistema político concebido à luz da Constituição de 1988, tentaram explicar o episódio. Por fim, recuperamos a tese da governabilidade possível, procurando entender a leitura otimista que parte da ciência política nacional, a contar de 1994, desenvolveu sobre o lugar da Presidência da República no sistema de governo previsto na Constituição. Nesse resgate, buscamos analisar a análise, de modo a desconstruir as impressões de que as coalizões parlamentares consubstanciam grandezas estanques e de que os projetos executivo e legislativo de agenda para o Governo são autônomos e concorrentes. Ainda, é proposta uma reflexão sobre a ideia de governabilidade. Afinal, é possível pensar a governabilidade dissociada da representatividade democrática?
