In 2004, the Report of the Secretary-General's High-Level Panel on Threats, Challenges and Change emphasised the linkages between economic development, security and human rights, and the imperative in the twenty-first century of collective action and cooperation between States. In a world deeply divided by differences of power, wealth, culture and ideology, central questions today in international law and organisation are whether reaffirmation of the concept of collective security and a workable consensus on the means of its realisation are possible. In addressing these questions, this book considers the three key documents in the recent UN reform process: the High-Level Panel report, the Secretary-General's In Larger Freedom report and the 2005 World Summit Outcome document. The chapters examine the responsibilities, commitments, strategies and institutions necessary for collective security to function both in practice and as a normative ideal in international law and relations between state and non-state actors alike.

This volume comprehensively evaluates the current state and future reform prospects of the UN Security Council, providing the most accessible and rigorous treatment of the subject of reform to date. Apart from a couple of critical eyes in the academic community, few have asked the pertinent questions that this volume seeks to address: Will the enlargement of the Council constitute a reform? Could the inclusion of countries such as India, Germany, Japan, and Brazil markedly improve the Council’s agency? In response, this book focuses on: The Role and Agency of the UN Security Council The History of the Reform Debate An Expanded Council Working Method Reforms Enhancing Agency As the future of the UN Security Council continues to be the focus of fierce debate, this book will be essential reading for students of international relations, international organizations and international security studies alike.

This book examines recent attempts at reform within the United Nations in the wake of the institutional crisis provoked by the invasion of Iraq. It contends that efforts at reform have foundered owing to fundamental and bitter political disagreements between the nations of the global North and South. Following profound discord in the Security Council in the lead up to the US-led invasion of Iraq in 2003, this book considers the ambitious programme of reform instigated by then serving UN Secretary-General Kofi Annan. The author of this highly topical work, Spencer Zifcak, subjects six of Annan’s principal proposals for reform to scrutiny: the reform of the Security Council, the General Assembly, and the Human Rights Council, and suggested alterations to international law with respect to the use of force in international affairs, the ‘responsibility to protect’, and UN strategies to counter global terrorism. On the basis of these detailed case-studies, the book demonstrates why so few proposals for reform were eventually adopted. It argues that the principal reason for this failure was that nations of the North and South could not agree as to the merits of the reforms proposed, exposing the sharply differing visions held by member states for a future and improved United Nations. Founded upon extensive interviews with diplomats at the United Nations, the book provides a rare ‘insider’ account of UN politics and practice. It will be of vital interest to students, scholars and practitioners of International Relations, International Law, and International Institutions.

The United Nations has been facing reform proposals ever since its inception in 1945. Lengthy discussions and negotiations on the proposals have taken place in the General Assembly, but only a handful of them were ever approved. The majority of such proposals, especially touching on the composition and power of the UNSC members, remained academic brainstorming. This does not, by any means, downgrade the significance of the efforts as the UN system fails dramatically in preventing some serious global problems of protecting peace and security, as well as preventing systematic human rights violations and hunger globally. Recent years have witnessed increasing demands toward reforming the UN following striking failures, especially in protecting peace and security. This book brings together some analyses of UN reform proposals in general and some proposals that come from the states that form regional groups to reflect their commonalities and communalities in the process.

The United Nations is confronting a severe crisis at the beginning of the twenty-first century. Its capabilities have been called into question amid a rash of recent scandals and charges of leadership mismanagement, bureaucratic ineptitude, and corrupt activities. Current world opinion seems to express elevated concern about the organization's ability to deal with the complexity of international relations in the new millennium. Despite six decades of survival, its membership still appears unable to maintain a consistent focus or set of practices to pursue common goals. The United Nations in the Twenty-First Century analyzes the significance of the many forces and events affecting the UN's efforts at reform. It provides a detailed examination of these processes for all of the major UN organs and agencies, including chapters on the Secretaries-General, the Secretariat, the General Assembly, the Security Council, and ECOSOC. The chapters on the Secretaries-General are the only detailed discussion that compares, contrasts, and evaluates the tenures of the seven people who have headed the UN. The book's concluding chapters focus on Kofi Annan's reform agenda as it relates to previous UN reform experiences and assess the future impact of recent UN-related scandals and charges of mismanagement.
