La strage di piazza della Loggia nel maggio del 1974 segna una svolta nella vita amministrativa guidata dal centrosinistra che, con l'approdo al palazzo municipale di Cesare Trebeschi, vede rinnovarsi i propri fondamenti etico-politici. Cambia progressivamente la composizione demografica della città a motivo di un'immigrazione sempre più accentuata. È la Lega Nord ad alimentare un clima di ostilità che, saldandosi alla ‘rivolta dei produttori' e alla crisi dello Stato nazionale, consente al partito di Bossi un'ascesa elettorale di notevoli dimensioni. Una duttile manovra politica porta, tuttavia, all'elezione nella ‘città bianca' di un sindaco post-comunista, preludio dell'anticipazione dell'esperienza nazionale dell'Ulivo. Dal quadro delineato emergono i tratti della città contemporanea, i percorsi compiuti, i fattori di continuità e gli elementi di cesura, le personalità espresse e le eccellenze acquisite, i considerevoli traguardi raggiunti, ma pure la persistenza di arretratezze che accompagnano Brescia nel XXI secolo.
