Este libro presenta una propuesta para mejorar la calidad de vida a través del transporte urbano sostenible en los municipios de tamaño medio de Colombia. Se centra en los municipios con poblaciones desde 10.000 hasta varios cientos de miles de habitantes. Se proponen medidas concretas para crear condiciones para la movilidad segura y agradable de peatones y ciclistas en las zonas urbanas, en los corregimientos o veredas, y en las zonas rurales de los municipios; también propone una reestructuración del transporte público colectivo y de taxis; y medidas para disminuir y hacer más racional el uso de automóviles y motos en la movilidad diaria de las personas. Con la propuesta se pretende no solo reducir significativamente los impactos ambientales del transporte urbano en especial la contaminación del aire y el ruido causados por los vehículos motorizados sino resolver muchos de los otros impactos negativos de la actual organización del transporte urbano, entre ellos la exclusión social, los accidentes de tránsito, la agresividad entre todos los actores, la inseguridad creada por el incumplimiento de las normas de tránsito, etc., que tanto afectan la calidad de vida de los ciudadanos.

¿Cuál es el rol del derecho y de la administración en la reconfiguración de las ciudades a escala mundial, en especial desde una noción como la de ciudad inteligente? A partir de este interrogante, este libro propone reflexionar sobre los nuevos conceptos y dispositivos tanto jurídicos como tecnológicos que repercuten en el derecho administrativo y en la administración pública. En particular, los ligados a las nuevas tecnologías, como la big data y la inteligencia artificial, y cómo ellos afectan la participación política del ciudadano en el gobierno abierto, la movilidad, la integración social de grupos excluidos por género o discapacidad, las ciudades ecosostenibles y las dinámicas de la administración local y la propia definición de ciudad. Las preguntas acá planteadas representan los primeros riesgos jurídicos identificados que puede conllevar la implementación de “ciudad inteligente”. Y allí es donde el derecho administrativo debe comenzar a mutar en sus conceptos para prevenir jurídica y técnicamente la construcción de grupos sociales desiguales desde la falsa idea de la neutralidad tecnológica y la eficiencia económica o energética.

This book uses the reflection of academics specialized in the urban area of Latin America, Europe and the United States, to initiate a comparative debate of the different dynamics in which Urbicidio expresses itself. The field or focal point of analysis that this publication approaches is the city, but under a new critical perspective of inverse methodology to that has been traditional used. It is about understanding the structural causes of self-destruction to finally thinking better and then going from pessimism to optimism. It is a deep look at the city from an unconventional entrance, because it is about knowing and analyzing what the city loses by the action deployed by own urbanites, both in the field of its production and in the field of its consumption. This suppose that the city does not have an ascending linear sequential evolution in its development but neither in each of its parts in the improvement process, showing the face that commonly not seen but others live. Los autores destacan que los enfoques sobre el transporte urbano han sufrido grandes e importantes evoluciones en los últimos años. Desde las aproximaciones originales, orientadas técnicamente al estudio de la demanda y de sus formas de satisfacerla hasta los complementos que les han otorgado un carácter diferente, como los aspectos energéticos y medioambientales. Reconocen que se hacen evidentes cuestiones como el potencial agotamiento de los hidrocarburos, el aporte del transporte a la contaminación atmosférica, pero particularmente, el efecto invernadero. Revisan casos de metrópolis y modos de transporte que transitan desde modelos regionales (BRT) a procesos en desarrollo (bicicletas), o que afrontan según la integridad física de corredores de desarrollo urbano hasta las políticas para su regulación y gestión económica, sin ignorar los temas sociales, de la inclusión, accesibilidad y equidad en el marco de la sustentabilidad como una preocupación permanente. Su objetivo es generar instrumentos estratégicos y metodológicos que contribuyan a la integración espacial entre transporte y desarrollo urbano, desde una perspectiva urbana comparada, con un énfasis predominante en América Latina, con algunas aportaciones desde España y Portugal.
