Leggere queste pagine, a cinquant'anni dalla morte di Luigi Einaudi, porta a chiedersi in quale misura l'Europa di oggi, così come i rapporti odierni tra politica ed economia, corrispondano alle sue idee e come ancora possano avanzare in base alle linee da lui tracciate. Una lungimiranza, spesso impressionante, è il filo che lega gli scritti che qui vengono presentati. Da quello del 1897 a quello del 1954 quanto agli articoli sull'Europa; così come per Politicians and Economists, il suo testamento spirituale, il suo commiato, presentato alla XII riunione della Mont Pèlerin Society che si tenne a Torino nei primi giorni del settembre 1961, poche settimane prima della sua morte. Tra gli anni '20 e gli anni '40 del XX secolo, Einaudi, attingendo alla tradizione liberale-federalista aveva tracciato con grande precisione non solo il profilo, ma anche molti dettagli di un'Europa unita, politicamente ed economicamente, come condizione necessaria per evitare nuove guerre civili. Il suo sogno si è realizzato solo in parte, non vi è la federazione che lui auspicava, ma tanta parte della sovranità economica è stata messa in comune. La federazione è una soluzione realizzabile in una società, in un sistema economico e politico di stampo liberale. Il federalismo sradicato dal liberalismo è un albero che non può produrre alcun frutto. Ciò spiega perché il sogno di Einaudi abbia avuto una realizzazione solo parziale. Ma indica anche la via da seguire per un'Europa federale.

Luigi Einaudi produced an extensive series of writings dedicated to European federation spanning from 1897 to 1959. In these works, he designs the policies and the institutions of European federation, anticipating the future developments of the European integration process. Several of his proposals are now embedded in the various treaties which have landmarked the history of uniting Europe. However, a number of other proposals have yet to be realised, and could represent a source of inspiration in designing the future of the EU. Einaudi is shown here to be the architect of what we call today the European Union, however no historian, economist or politician has previously recognised the fundamental role of Einaudi. This lack of recognition can be extended to Eurotower bankers, whose unconventional monetary policy has drawn so much from Einaudi’s theory of financial stability.

Il volume prende le mosse dalla rivolta antiaustriaca del 1849 fino a delineare la personalità politica di Giuseppe Zanardelli, nonché la maturazione di un cattolicesimo dalle forti tensioni spirituali e dalle diffuse radici popolari. Procede poi, dopo la Grande guerra – sono anni di gigantismo industriale –, con le tensioni del ‘biennio rosso' sino all'avvento del fascismo, all'affermazione di Augusto Turati e al crollo del regime. Infine l'età repubblicana: la ricostruzione, il boom economico, stagioni in cui si segnala un personaggio di spicco come il sindaco Bruno Boni ed emergono figure di imprenditori, da Francesco Lonati a Luigi Lucchini, che conseguono primati di livello internazionale. La strage di piazza della Loggia nel maggio del 1974 segna una svolta nella vita amministrativa guidata dal centrosinistra che, con l'approdo al palazzo municipale di Cesare Trebeschi, vede rinnovarsi i propri fondamenti etico-politici. Cambia progressivamente la composizione demografica della città a motivo di un'immigrazione sempre più accentuata. È la Lega Nord ad alimentare un clima di ostilità che, saldandosi alla ‘rivolta dei produttori' e alla crisi dello Stato nazionale, consente al partito di Bossi un'ascesa elettorale di notevoli dimensioni. Una duttile manovra politica porta, tuttavia, all'elezione nella ‘città bianca' di un sindaco post-comunista, preludio dell'anticipazione dell'esperienza nazionale dell'Ulivo. Dal quadro delineato emergono i tratti della città contemporanea, i percorsi compiuti, i fattori di continuità e gli elementi di cesura, le personalità espresse e le eccellenze acquisite, i considerevoli traguardi raggiunti, ma pure la persistenza di arretratezze che accompagnano Brescia nel XXI secolo.
