This book is about the public sphere and the various ways it has been theorized as a driving mechanism for social and political change. Public spheres are the places where people come together to actively engage in new ideas and arguments, where collective interests and a collective political will are formed, and where social movements and rebellions get their start. Conventionally, the public sphere has been understood nationally_as a body made up of citizens who gather in particular places and times and who speak to the governments that claim to represent them. But increasingly, in light of debates about globalization, theorists are considering the political possibilities for transnational public spheres. The public sphere is generally discussed in either a national or transnational context. Unbounded Publics argues that there has been and can be a different kind of sphere, atransgressive public sphere, one that exists in both contexts at once. Power, politics, and people do not always abide by imagined or legally enforced boundaries. Throughout history, various publics have struggled to hold sway_to wield political influence_and often, these public spheres have been simultaneously national and transnational in important ways. The most self-consciously transgressive public spheres have been formed by structurally disadvantaged people_by those excluded from participation, by those with unstable or partial citizenship, and by those who are neglected or marginalized. Gilman-Opalsky's guiding illustration of the transgressive public sphere in the book is found in the case of the Mexican Zapatistas. This book is a valuable resource for those interested in political theories of the public sphere, globalization, cosmopolitanism, social movements, and political identity. Moreover, the author argues for a vital new way to think about, discuss, and participate in public spheres today. Without transgressive public spheres, Gilman-Opalsky contends, institutions that function both within and beyond national boudaries grow increasingly unaccountable and elude the democratic steering of the people.

Ever since Arthur M. Schlesinger Jr. used "imperial presidency" as a book title, the term has become central to the debate about the balance of power in the U.S. government. Since the presidency of George W. Bush, when advocates of executive power such as Dick Cheney gained ascendancy, the argument has blazed hotter than ever. Many argue the Constitution itself is in grave danger. What is to be done? The answer, according to legal scholars Eric Posner and Adrian Vermeule, is nothing. In The Executive Unbound, they provide a bracing challenge to conventional wisdom, arguing that a strong presidency is inevitable in the modern world. Most scholars, they note, object to today's level of executive power because it varies so dramatically from the vision of the framers. But there is nothing in our system of checks and balances that intrinsically generates order or promotes positive arrangements. In fact, the greater complexity of the modern world produces a concentration of power, particularly in the White House. The authors chart the rise of executive authority straight through to the Obama presidency. Political, cultural and social restraints, they argue, have been more effective in preventing dictatorship than any law. The executive-centered state tends to generate political checks that substitute for the legal checks of the Madisonian constitution.

Influential writings make the case for open access to research, explore its implications, and document the early struggles and successes of the open access movement. Peter Suber has been a leading advocate for open access since 2001 and has worked full time on issues of open access since 2003. As a professor of philosophy during the early days of the internet, he realized its power and potential as a medium for scholarship. As he writes now, “it was like an asteroid crash, fundamentally changing the environment, challenging dinosaurs to adapt, and challenging all of us to figure out whether we were dinosaurs.” When Suber began putting his writings and course materials online for anyone to use for any purpose, he soon experienced the benefits of that wider exposure. In 2001, he started a newsletter—the Free Online Scholarship Newsletter, which later became the SPARC Open Access Newsletter—in which he explored the implications of open access for research and scholarship. Security concerns have mushroomed. Increasingly numerous areas of life are governed by security policies and technologies. Security Unbound argues that when insecurities pervade how we relate to our neighbours, how we perceive international politics, how governments formulate policies, at stake is not our security but our democracy. Security is not in the first instance a right or value but a practice that challenges democratic institutions and actions. We are familiar with emergency policies in the name of national security challenging parliamentary processes, the space for political dissent, and fundamental rights. Yet, security practice and technology pervade society heavily in very mundane ways without raising national security crises, in particular through surveillance technology and the management of risks and uncertainties in many areas of life. These more diffuse security practices create societies in which suspicion becomes a default way of relating and governing relations, ranging from neighbourhood relations over financial transactions to cross border mobility. Security Unbound demonstrates that governing through suspicion poses serious challenges to democratic practice. Some of these challenges are familiar, such as the erosion of the right to privacy; others are less so, such as the post-human challenge to citizenship. Security unbound provokes us to see that the democratic political stake today is not our security but preventing insecurity from becoming the organising principle of political and social life.

Provides answers to one of the enduring paradoxes of mass social change. From the events of May 1968 to the Arab Spring and Occupy, we have seen social movements develop spontaneously around the globe propelling thousands and, at times, millions of people into the streets to demand an end to oppression. In order to make sense of such events, the authors draw on George Katsiaficass conception of the eros effect, which picks up and takes off from concepts developed by Herbert Marcuse. This effect describes moments in which the instinctual human need for justice and freedom undergoes a massive spontaneous awakening.
