In November of 2003, a stolen election in the former Soviet republic of Georgia led to protests and the eventual resignation of President Eduard Shevardnadze. Shevardnadze was replaced by a democratically elected government led by President Mikheil Saakashvili, who pledged to rebuild Georgia, orient it toward the West, and develop a European-style democracy. Known as the Rose Revolution, this early twenty-first-century democratic movement was only one of the so-called color revolutions (Orange in Ukraine, Tulip in Kyrgyzstan, and Cedar in Lebanon). What made democratic revolution in Georgia thrive when so many similar movements in the early part of the decade dissolved? Lincoln A. Mitchell witnessed the Rose Revolution firsthand, even playing a role in its manifestation by working closely with key Georgian actors who brought about change. In Uncertain Democracy, Mitchell recounts the events that led to the overthrow of Shevardnadze and analyzes the factors that contributed to the staying power of the new regime. The book also explores the modest but indispensable role of the United States in contributing to the Rose Revolution and Georgia's failure to live up to its democratic promise. Uncertain Democracy is the first scholarly examination of Georgia's recent political past. Drawing upon primary sources, secondary documents, and his own NGO experience, Mitchell presents a compelling case study of the effect of U.S. policy of promoting democracy abroad.

A call for a new form of democracy in which “hybrid forums” composed of experts and laypeople address such sociotechnical controversies as hazardous waste, genetically modified organisms, and nanotechnology. Controversies over such issues as nuclear waste, genetically modified organisms, asbestos, tobacco, gene therapy, avian flu, and cell phone towers arise almost daily as rapid scientific and technological advances create uncertainty and bring about unforeseen concerns. The authors of Acting in an Uncertain World argue that political institutions must be expanded and improved to manage these controversies, to transform them into productive conversations, and to bring about “technical democracy.” They show how “hybrid forums”—in which experts, non-experts, ordinary citizens, and politicians come together—reveal the limits of traditional delegative democracies, in which decisions are made by quasi-professional politicians and techno-scientific information is the domain of specialists in laboratories. The division between professionals and laypeople, the authors claim, is simply outmoded. The authors argue that laboratory research should be complemented by everyday experimentation pursued in the real world, and they describe various modes of cooperation between the two. They explore a range of concrete examples of hybrid forums that have dealt with sociotechnical controversies including nuclear waste disposal in France, industrial waste and birth defects in Japan, a childhood leukemia cluster in Woburn, Massachusetts, and mad cow disease in the United Kingdom. The authors discuss the implications for political decision making in general and describe a “dialogic” democracy that enriches traditional representative democracy. To invent new procedures for consultation and representation, they suggest, is to contribute to an endless process that is necessary for the ongoing democratization of democracy.

In this case study of the politics of transition in Eastern Europe, Rudolf Martin Rizman provides a careful, detailed sociological explanation and narrative on the emergence of independent statehood and democracy in Slovenia, a small state whose experience is of interest to policy makers, scholars, and serious students of Eastern Europe. In his focus on the transition from an authoritarian to a democratic regime, Rizman analyzes social processes and political issues in the context of the Third Wave of democratization, identifying “zones of certainty and uncertainty.” Challenging many generally accepted ideas about small states and their transitions to democracy, this book places Slovenia’s pattern of democratization in the wider regional context of eastern and central European post-communist transitions. Rizman shows, for example, that a country’s size is merely one factor out of many, and while Slovenes considered the influence of larger states, their choices were not particularly circumscribed by them. Opening with a discussion of the relevant theoretical environment in sociology and political science, Rizman illuminates the complex processes of democratic transition and consolidation. From there, the book analyzes the internal and external processes and factors relevant for Slovenia’s successful trajectory from existence as an ethnically defined sub-nation to an internationally recognized nation-state. After careful consideration of religious, political, military, intellectual, and other socio-political stakeholders in the region, including the somewhat disturbing evidence of the salience of a new “radical Right”, Rizman concludes that Slovenia is irreversibly set on the course of democratization, with indications of having reached the early stages of consolidation.

Between 1870 and 1920, two generations of European and American intellectuals created a transatlantic community of philosophical and political discourse. Uncertain Victory, the first comparative study of ideas and politics in France, Germany, the U.S., and Great Britain during these fifty years, demonstrates how a number of thinkers from different traditions converged to create the theoretical foundations for new programs of social democracy and progressivism. Kloppenberg studies a wide range of pivotal theorists and activists--including philosophers such as William James, Wilhelm Dilthey, and T. H. Green, democratic socialists such as Jean Jaurès, Walter Rauschenbusch, Eduard Bernstein, and Beatrice and Sidney Webb, and social theorists such as John Dewey and Max Weber--as he establishes the connection between the philosophers' challenges to the traditions of empiricism and idealism and the activists' opposition to the traditions of laissez-faire liberalism and revolutionary socialism. The plunging of Kenya, until recently a centre of stability and growth in East Africa, into political and economic uncertainty following the general election of December 2007 is regarded as a major cause for global and African concern. It is widely accepted that the elections were deeply flawed, and that there was electoral malfeasance by all the major players. President Kibaki's rapid declaration of victory in the face of a heavily disputed election and his determination to hold on to the levers of state power precipitated a deadly crisis, communal violence and economic decline. A power-sharing deal between Kibaki and Opposition leader, Raila Odinga signed in February seems to be holding, but Kenya ranks among the worlds’ growing number of democracies at-risk. This book takes a new look at the 2007 election, the post-election crisis, the underlying interaction of ethnicity, class and political power; forced displacement, the role of international forces; and the country’s power-sharing arrangement. The study will draw upon the expertise of a variety of leading experts on Kenya, and will be edited by Peter Kagwanja and Roger Southall. The overall project was based on a workshop in Nairobi on 6-7 December 2008. This book was published as a special issue of the Journal of Contemporary African Studies.

How Western donor assistance can both help and undermine democracy in different parts of the world Democracy promotion is a central pillar of the foreign policy of many states, but the results are often disappointing. In Promoting Democracy, Manal A. Jamal examines why these efforts succeed in some countries, but fail in others. A former journalist and researcher in the Palestinian territories, she offers an up-close perspective of the ways in which Western donor funding has, on one hand, undermined political participation in cases such as the Palestinian territories, and, on the other hand, succeeded in bolstering political engagement in cases such as El Salvador. Based on five fieldwork trips and over 150 interviews with grassroots activists, political leaders, and directors and program officers in donor agencies and NGOs, Jamal brings into focus an often-overlooked perspective: the experiences of those directly affected by this assistance.
