The cost of uncertainty in noise measurements is reviewed in order to address real tangible costs borne both by firms that have to quiet plant equipment to noise levels below the regulations, and by individuals who are exposed to noise levels above the regulations. The potential annual costs of uncertainties in just one case study--potential product noise regulations--are shown to be of the order of 300 to 500 million dollars, on a present value basis over a ten year period, although substantial uncertainty in these estimates is probable. The economic implications of noise measurement uncertainty are related to the purposes of noise measurement standards, and the significance of measurement uncertainty for the use and consequences of standards in noise regulations is discussed.

Measured transfer functions of acoustic systems are often used to derive single-number parameters. The uncertainty analysis is commonly focused on the derived parameters but not on the transfer function as the primary quantity. This thesis presents an approach to assess the uncertainty contributions in these transfer functions by using analytic models. Uncertainties caused by the measurement method are analyzed with a focus on the underlying signal processing. In particular, the influence of nonlinearities in the acoustic measurement chain are modeled to predict artifacts in the measured signals and hence the calculated acoustic transfer function. Secondly, characterization methods commonly applied in the field of signal processing are linked to the acoustic scenarios and the main influencing parameters. Acoustic parameters are then derived analytically and by means of Monte Carlo simulations considering the uncertainty of these input parameters. In order to provide airborne applications, analytic models for sound barrier and room acoustic measurements are developed incorporating the directivity and the orientation of the sound source as well as the positions of sources and receivers. The simulated uncertainty contributions are validated by measurements. The same approach is also applied to structure-borne sound applications.

This SAE Standard describes a method for measuring the weighted sound pressure levels at prescribed microphone positions in the proximity of a device or machine for outdoor use, in order to determine compliance with noise limits. The A-weighted sound power level of the source is calculated from the measured values. NOTES:1. When nine or more microphone positions are prescribed in the proximity of the source (as in Section 7), the A-weighted sound power levels determined in accordance with this document tend to result in standard deviations less than approximately 2 dB, provided that the spectrum does not contain pronounced discrete frequencies; if it does, the magnitude of the uncertainties will be larger and no general rules for the magnitude of the uncertainties can be given. These standard deviations reflect the cumulative effects of all causes of measurement uncertainty, excluding variations in the sound power level from machine to machine or from test to test, which may be caused, for example, by changes in the mounting or operating conditions of the source. 2. For measurements made using a hemispherical measurement suface, the directivity index of the source may be calculated according to the description of appendix B. 3. Measurement of A-weighted sound pressure levels at the operator's postion(s) is not described in this document. 4. The results of noise measurements made according to this document are obtained under prescribed conditions and iwll not necessarily correspond to the noise experienced from the equipment when it is in operation on a construction site.

This guiding technical document stipulates the measurement of normal incidence sound insulation (or normal incidence sound transmission loss) of acoustic materials or acoustic structures, in impedance tubes, by using the transfer matrix method. This guiding technical document is applicable to the measurement of the normal incidence sound insulation of locally reactive acoustic materials, such as sponges, cotton felts, soft thin plates, whose test frequency is in the quality control area (that is, there is no sound propagation parallel to the material inside the material). It is applicable to the comparison of sound insulation performance of acoustic materials, in the development stage. Since the sound transmission loss of a material is closely related to its physical properties (such as elastic modulus, density, structure factor, etc.), the measurement methods specified in this guiding technical document can be applied to relevant basic research and product development. This guiding technical document is not applicable to the identification test of the sound insulation performance of the product. This guiding technical document uses an impedance tube, one or more microphones, and a digital acquisition & analysis system.
