In the West, Belarus is generally thought of as "the last dictatorship in Europe." However, this political stereotype neglects the roots of the country's identity—or identity crisis. In this fascinating study of unfinished nation-building in Belarus, Grigory Ioffe draws on his two dozen research trips to the country to trace Belarus's history, geography, political situation, society, and economy. The book highlights rapid economic growth in post-1996 Belarus and the underpinnings of the country's political landscape. The United States has ostracized official Belarus since the mid-1990s and has repeatedly condemned President Lukashenka's undemocratic ways. However, his presidency has been stable since 1994, and since 2002 he has been successfully reshaping himself from an unabashed Russophile into a kind of Belarusian nationalist. Nevertheless, the Belarusian nation is not yet a defined entity—many Belarusians are not yet certain as to what sets them apart from Russians, and a multiplicity of national projects hinders national consolidation and deters nation-building. Ioffe pays particular attention to the current linguistic situation, in which Russian, rather than Belarusian, is the language of the majority. The ambivalent relationship between Russia and Belarus results in an identity crisis that is not understood by the West, which leads to Western policies toward Belarus that are based on a fallacy of geopolitical thinking. Based on Belarusian- and Russian-language sources along with the author's personal observations, this book will lead readers to a deeper understanding of Belarus, its relationship with Russia, and its still-forming national identity.

Between 2000 and 2005, colour revolutions swept away authoritarian and semi-authoritarian regimes in Serbia, Georgia, Kyrgyzstan and Ukraine. Yet, after these initial successes, attempts to replicate the strategies failed to produce regime change elsewhere in the region. The book argues that students of democratization and democracy promotion should study not only the successful colour revolutions, but also the colour revolution prevention strategies adopted by authoritarian elites. Based on a series of qualitative, country-focused studies the book explores the whole spectrum of anti-democratization policies, adopted by autocratic rulers and demonstrates that authoritarian regimes studied democracy promotion techniques, used in various colour revolutions, and focused their prevention strategies on combatting these techniques. The book proposes a new typology of authoritarian reactions to the challenge of democratization and argues that the specific mix of policies and rhetoric, adopted by each authoritarian regime, depended on the perceived intensity of threat to regime survival and the regime’s perceived strength vis-à-vis the democratic opposition. The collapse of the Soviet Union and the wars in Yugoslavia radically changed the security environment in Europe and Central Asia. Some predictions assumed the emerging unipolarity of the liberal world order would end neutrality policies in East and West, but, as this volume shows, this was not the case. While some traditional Cold War neutrals like Sweden and Finland have been edging closer to security alignment with western institutions, there are others like Austria, Switzerland, Ireland, and Malta that remained committed to their traditional nonaligned foreign policy approaches. More importantly, there are areas of Eurasia that developed new forms of neutrality policies, most of them only noticed on the margins of academic discourse. This is the first book to systematically explore this “new neutralism” of the Post-Cold War. History and collective memories influence a nation, its culture, and institutions; hence, its domestic politics and foreign policy. That is the case in the Intermarium, the land between the Baltic and Black Seas in Eastern Europe. This book reviews the interplay between domestic contexts and democracy promotion efforts in selected countries of the former Soviet Union and the Western Balkans. The idea behind the six case studies is twofold. In the three cases where ‘colour revolutions’ occurred (Serbia, Georgia, Ukraine), the authors explore the extent to which external democracy promoters adapted their strategies to respond to new domestic contexts. In the other three cases (Azerbaijan, Belarus, Russia) the authors investigate how the political leadership has reacted to ‘colour revolutions’ elsewhere and which consequences their reactions have had for democracy promotion. In all cases an assessment of democratization processes in the country is provided as a basis for drawing conclusions about the potential for domestic and foreign actors to promote democratic development. An introduction and conclusion embed the case studies in the existing literature on democracy promotion and generalize the findings across the countries studied. On the practical level, the volume offers suggestions for improving democracy promotion endeavours, proposing in particular a more balanced approach which goes beyond supporting specific individuals and organizations to include addressing the structural level.
