He is known as “The defender of equality of Puerto Rico” through the ideal of Statehood. Other than that, there is still much more to be said about the personality of this great man. Dr. Luis has been involved in numerous public service subjects such as: · The issue of public education and reforms it needs right now. · Fighting for the rights of special needs and how it has to be supported, highlighted, and promoted. · The development of poor communities by providing them with equal opportunities in terms of education and jobs, and other fields of life. · Especially in the domain of equal rights for women. Dr. Luis has put a lot of efforts in this eld and worked as an advocate for equal rights of women in Puerto Rico and outside as well. · Dr. Luis has also dedicated a lot of efforts towards ensuring the fulfillment of services that people with physical disabilities and special needs are entitled to. Throughout his life, Dr. Luis Antonio Rivera has been fighting for the right of those who couldn’t do it themselves. From being activist for people with special needs, Dr. Luis Rivera has dedicated his life for others, to be the voice of justice and reason, when there is no other.

The General Chairs of the conference were Pierre-Alain Fouque and Damien Vergnaud. Theconferencereceived150submissionsandeachsubmissionwasassignedto at least three committee members. Submissions co-authored by members of the Program Committee were assigned to at least four committee members. Due to thelargenumber ofhigh-qualitysubmissions,thereviewprocesswaschallenging andwearedeeplygratefulto the committeemembersandthe externalreviewers for their outstanding work. After meticulous deliberation, the Program C- mittee, which was chaired by Michel Abdalla and David Pointcheval, selected 32 submissions for presentation in the academic track and these are the articles that are included in this volume. Additionally, a few other submissions were selected for presentation in the non-archival industrial track. The best student paper was awarded to Ayman Jarrous for his paper “Secure Hamming Distance Based Computation and Its Applications,” co-authoredwith Benny Pinkas. The review process was run using the iChair software, written by Thomas Baigneres and Matthieu Finiasz from EPFL, LASEC, Switzerland and we are indebted to them for letting us use their software. The programalso included four invited talks in addition to the academicand industrial tracks.

Biomedical research data sets are becoming larger and more complex, and computing capabilities are expanding to enable transformative scientific results. The National Institutes of Health's (NIH's) National Library of Medicine (NLM) has the unique role of ensuring that biomedical research data are findable, accessible, interoperable, and reusable in an ethical manner. Tools that forecast the costs of long-term data preservation could be useful as the cost to curate and manage these data in meaningful ways continues to increase, as could stewardship to assess and maintain data that have future value. The National Academies of Sciences, Engineering, and Medicine convened a workshop on July 11-12, 2019 to gather insight and information in order to develop and demonstrate a framework for forecasting long-term costs for preserving, archiving, and accessing biomedical data. Presenters and attendees discussed tools and practices that NLM could use to help researchers and funders better integrate risk management practices and considerations into data preservation, archiving, and accessing decisions; methods to encourage NIH-funded researchers to consider, update, and track lifetime data; and burdens on the academic researchers and industry staff to implement these tools, methods, and practices. This publication summarizes the presentations and discussion of the workshop.
