Understanding of Operational Counter Terrorism is one serious effort to lay out a comprehensive strategy of how to deal with a whole gamut of possible terrorist incidents by using a language that any person or first responders like policemen, security personnel, firemen, paramedics, etc. can understand. This guide covers everything from bombings and hostage- taking, to NBC (Nuclear, Biological and Chemical) Terrorism, what needs to be done before, during, and after an event. This manual combines what minimally needs to be understood about Operational Counter- Terrorism by the government- level policy maker, while at the same time helping the personnel on the first responder level who are planning to cope with what must at least initially seem like an overwhelming attack. Terrorism is global and any part of this guide can easily be adapted and translated to any region, law and government in the world. This manual should make clear that the only way, to effectively deal with terrorism is to have a thorough understanding of its present-day characteristics such as who is involved and what weapons and tactics are the terrorists likely to be using. The players on the Counter- Terrorism team need to take stock of what is in their tool boxes; what works and what is required; what new capabilities need to be developed in order to face not only today's terrorist, but also tomorrow's as well.

The response of governments to terrorism is one of the most controversial issues of the twenty-first century. Balancing the desire to achieve security with the safeguarding of human rights has proved to be highly contentious. This book analyzes the international rule of law framework in which counter-terrorism responses occur, namely those of international human rights, humanitarian, criminal, and refugee law. It focuses on some of the most pressing, emerging and/or under-researched issues and tensions, including: the policy choices associated with meeting security imperatives; the tensions between the criminal justice approach to counter-terrorism and the military approach; the identification of lacunae within existing legal frameworks; and tensions between executive, judicial, and legislative responses. It addresses a wide range of issues, such as: an analysis of key legal principles; emergency and executive measures; radicalization; governmental impunity; classification, administration and treatment of battlefield detainees; extrajudicial and targeted killings; forms of, and treatment in, detention; non-refoulement; diplomatic assurances; interrogation versus torture; extraordinary rendition; discrimination; reparations for victims of terrorist attacks and security responses; (mis)use of military and immigration tribunals; judicial and institutional developed and emerging rule of law norms on terrorism; non-judicial oversight by means of democratic accountability; significance of rule of law principles to non-legal counter-terrorist policy; and the identification and analysis of best practices. Drawing together an impressive spectrum of legal and non-legal, national and institutional, practitioner, policy and academic expertise, this book is an unmissable reference work on all aspects of counter-terrorism policy.

International terrorism and the 'war' against it have come to define the age in which we live. The threat of terrorist attacks and the measures taken by governments around the world to prevent such atrocities are now part of our daily lives. But what exactly do we mean by global terrorism? Why does it occur? And, most importantly, what can be done about it? This book explores global terror from a range of perspectives - from the impact of terrorism on the international system to the American 'War on Terror' and the individual motivations of the suicide bomber. Core themes such as the funding of terrorist groups and the roles of intelligence-gathering and international law in combating terrorism are fully explored. The volume also offers in-depth analyses of the relationship between globalization and terrorism as well as regional and country-based responses to the rise of terrorist networks in Europe, Russia, Southeast Asia and Africa. Understanding Global Terror includes a thought-provoking preface by Philip C. Bobbitt and contributions from Christopher Ankersen, Alexander Bialsky, James Boutilier, Chris Brown, Michael Cox, Lawrence Freedman, Margot Light, Christopher Mackmurdo, Kerry Lynn Nanikvell, Martin Navias, Ami Pedahzur, Arie Perliger, Dinah Pokempner, Timothy Shaw, and William Wallace.

This volume shows us that in order to deal with today’s Fourth Generation asymmetric warfare by terrorist groups using conventional arms and weapons of mass destruction, we need a new ‘global networked’ approach. The contributors examine the various attempts that have been made to counter the latest wave of terrorism, including the US strikes against Afghanistan and Iraq, President George W. Bush's declaration of a ‘war against terrorism’, the creation of the US Department of Homeland Security, and the 9/11 Commission. Drawing from our experience with ‘Terrorism Early Warning’ and the co-production of counter-terrorism intelligence, this book explains the need for such a network and shows how it could be formed. It compiles the opinions of experts from clinical medicine, public policy, law enforcement and the military. These expert contributors identify the nature of a global counter-terrorism network, show how it could be created, and provide clear guidelines for gauging its future effectiveness. This book will be of great interest to all students of terrorism studies, US national security, international relations, and political science in general.

A comprehensive guide to understanding, assessing, and responding to terrorism in this modern age This book provides readers with a thorough understanding of the types of attacks that may be perpetrated, and how to identify potential targets, conduct a meaningful vulnerability analysis, and apply protective measures to secure personnel and facilities. The new edition of Understanding, Assessing, and Responding to Terrorism updates existing material and includes several new topics that have emerged, including information on new international terrorist groups as well as a new chapter on Regulations and Standards. A vulnerability analysis methodology, consisting of several steps—which include the techniques necessary to conduct a vulnerability analysis—is introduced and applied through several sample scenarios. By using easily customized templates for the screening process, valuation of a critical asset as a target, vulnerability analysis, security procedures, emergency response procedures, and training programs, the book offers a practical step-by-step process to help reduce risk. Each different type of terrorism is briefly discussed—however, the book focuses on those potential attacks that may involve weapons of mass destruction. There is a discussion of what physical and administrative enhancements can be implemented to improve a facility's ability to devalue, detect, deter, deny, delay, defend, respond, and recover to a real or threatened terrorist attack—whether it be at a facility, or in the community. Techniques on how personnel safety and security can be improved through the implementation of counter-terrorism programs are also outlined. An overview of the major counter-terrorism regulations and standards are presented, along with the significant governmental efforts that have been implemented to help prevent terrorist attacks and foster preparedness at both private and public sector facilities and for personnel. This book is for anyone who is interested in learning about terrorism in all its forms. For over four decades I have studied terrorism, trained to deal with it, dealt with it, and taught it as an academic discipline. Over these decades I have seen an already complicated topic become even more difficult to understand. The field of study has grown as the world has gotten smaller. Ask anyone what terrorism is and you will get a myriad of answers. Even in academia the topic has become more convoluted. As with crime, there are many theories espoused as to why one commits terrorism and why terrorism exists. It appears to me that many academics, researchers, policymakers, authors, and journalists in general view this topic with a tainted lens based on their own world view. Some act as apologists for terrorists while often doing so in a subtle manner. Some try to expand the definition and concept well beyond the scope that it should be found. I have students who do this all the time. We seem to be living in an emotion driven society instead of a fact driven one. A relatively new trend is to use the word extremist as a synonym for terrorist. There are several problems with this. First, this creates a net widening effect which lumps those who we disagree with in that net. Second, who gets to decide who or what is extreme? Third, and finally, it waters down and muddies the study of “terrorism”. This does not mean that an extremist might not become a terrorist. Having pointed out the minefield terrorism can be my goal is to offer an academically sound real-world fact-based explanation on terrorism. Terrorism can be a politically charged topic. I ask that as you read this book you check what is written, digest it, and make your own decisions on what you have read. It is highly likely some of your thinking will be challenged. When I began to teach homeland security which includes terrorism, I made a promise to myself that I would never be politically correct. Political correctness is what some terrorists rely on and is one of our worse habits. We will cover several overarching themes. We will look at what terrorism is and is not. We will explore the historical roots of terrorism. We will discuss the causes of terrorism as well as terrorist typologies. Next, we will examine domestic terrorism and international and ethnic terrorism. Then we will dive into religion and terrorism and spend time looking at Islamic terrorism and Jihad. We will examine asymmetric warfare including terrorists’ tactics and weapons of choice. We will discuss terrorist financing an explore counterterrorism.
