Inhabitants of poor, rural areas in the Global South heavily depend on natural resources in their immediate vicinity. Conflicts over and exploitation of these resources - whether it is water, fish, wood fuel, minerals, or land - severely affect their livelihoods. The contributors to this volume leave behind the polarised debate, previously surrounding the relationship between natural resources and conflict, preferring a more nuanced approach that allows for multiple causes at various levels. The contributions cover a wide array of resources, geographical contexts (Africa, Asia and Latin America), and conflict dynamics. Most are of a comparative nature, exploring experiences of conflict as well as cooperation in multiple regions. This volume finds its origin in an innovative research programme with the acronym CoCooN, steered by The Netherlands Organisation for Scientific Research (NWO/WOTRO) and involving universities and civil society partners in many countries. Providing both a theoretical background and practical examples of natural resource conflict, this volume explores the pressures on natural resources leading to scarcity and conflict. It is shown that the causes and driving forces behind natural resource conflicts are diverse, complex and often interlinked, including global economic growth, exploding consumption, poor governance, poverty, unequal access to resources and power. The different interpretations of nature-culture and the role of humans in the ecosystem are often at the centre of the conflict. Natural resource conflicts range from armed conflicts to conflicts of interest between stakeholders in the North as well as in the South. With the current attention given to climate change and global warming, the issue of "environmentalsecurity" is back high on the agenda of the international community. Environmental degradation isincreasingly considered as a potential cause for the (re-)emergence of violent conflicts due to shrinking natural resources such as drinkable water and land. However, research on the issue hasshown that there is very little empirical evidence of a direct causal link between environmentaldegradation and violent conflict. In order to set effective priorities for environmental peacebuilding, it is important to understand - particularly in situations of environmental stress - how naturalresource conflicts are embedded in social and political dynamics, how they are managed by localinstitutions, and how these institutional arrangements can be supported through outsideintervention. Based on a research project conducted by swisspeace within the framework of theNCCR North-South, the swisspeace annual conference 2007 explored those complex linkages andformulated entry points for improving intervention strategies by external actors.

When a country emerges from violent conflict, the management of the environment and natural resources has important implications for short-term peacebuilding and long-term stability, particularly if natural resources were a factor in the conflict, play a major role in the national economy, or broadly support livelihoods. Only recently, however, have the assessment, harnessing, and restoration of the natural resource base become essential components of postconflict peacebuilding. This book, by thirty-five authors, examines the experiences of more than twenty countries and territories in assessing post-conflict environmental damage and natural resource degradation and their implications for human health, livelihoods, and security. The book also illustrates how an understanding of both the risks and opportunities associated with natural resources can help decision makers manage natural resources in ways that create jobs, sustain livelihoods, and contribute to economic recovery and reconciliation, without creating new grievances or significant environmental degradation. Despite a vast amount of effort and expertise devoted to them, many environmental conflicts have remained mired in controversy, stubbornly defying resolution. Why can some environmental problems be resolved in one locale but remain contentious in another, often carrying on for decades? What is it about certain issues or the people involved that make a conflict seemingly insoluble. Making Sense of Intractable Environmental Conflicts addresses those and related questions, examining what researchers and experts in the field characterize as "intractable" disputes—intense disputes that persist over long periods of time and cannot be resolved through consensus-building efforts or by administrative, legal, or political means. The approach focuses on the "frames" parties use to define and enact the dispute—the lenses through which they interpret and understand the conflict and critical conflict dynamics. Through analysis of interviews, news media coverage, meeting transcripts, and archival data, the contributors to the book: examine the concepts of frames, framing, and reframing, and the role that framing plays in conflicts outline the essential characteristics of intractability and its major causes offer case studies of eight intractable environmental conflicts present a rich body of original interview material from affected parties set forth recommendations for intervention that can help resolve disputes Within each case chapter, the authors describe the historical development and fundamental nature of the conflict and then analyze the case from the perspective of the key frames that are integral to understanding the dynamics of the dispute. They also offer cross-case analyses of related conflicts. Conflicts examined include those over natural resource use, toxic pollutants, water quality, and growth.
