This book provides an analytical framework for understanding how the concept of quality peace can be used to evaluate post-conflict peacebuilding, using social science, statistics, and case studies. Including contributions from more than 20 researchers and practitioners, it argues that the quality of the peace in a post-conflict state relates to the extent to which peace accords are implemented, the agreed-upon mechanism for the non-violent resolution of the conflict, and the available social space for civil and political actors. To arrive at the concept of 'quality peace', the authors evaluate the existing literature and identify a lack of a satisfactory means of measuring outcomes, and consequently how these might be researched comparatively. The volume problematizes the 'quality peace' concept as a way to understand the origins of armed conflict as well as problems deriving from the conflict dynamics and the need for social, political, and economic changes in the post-conflict periods. The book emphasizes five dimensions as crucial for quality peace in a post-accord society. This book connects two of the most pressing ethical topics of our time: questions of peace and technology, materialized in so-called autonomous weapons systems, which can operate without human control and intervention in real time. The author, however, criticizes the term “autonomy” as too anthropomorphic and therefore misleading. She consequently proposes using the term “autoregulation” in its place. Taking a contingent pacifist stance, this book addresses the question of whether such technological means help or hinder peace processes. The argument is tripartite. First, it is demonstrated that the risk of harm to nonparticipants is very likely to increase. Second, and with respect to responsibility, it is indicated that a human-machine system can only be operated responsibly if a human is in control. Finally, this idea is transferred into theological thought through reference to Bonhoeffer’s idea of incurring guilt in acting responsibly. In that context, autoregulative technology might pose the possibility of shying away from responsibility—and therefore becoming guilty. This book is among the first ethical considerations of lethal autoregulative weaponry from a contingent pacifist stance and brings together peace ethical thinking and theories from various backgrounds.

Achieving peace is often thought about in terms of military operations or state negotiations. Yet it also happens at the grassroots level, where communities envision and create peace on their own. The San José de Apartadó Peace Community of small-scale farmers has not waited for a top-down peace treaty. Instead, they have actively resisted forced displacement and co-optation by guerrillas, army soldiers, and paramilitaries for two decades in Colombia’s war-torn Urabá region. Based on ethnographic action research over a twelve-year period, Christopher Courtheyn illuminates the community’s understandings of peace and territorial practices against ongoing assassinations and displacement. San José’s peace through autonomy reflects an alternative to traditional modes of politics practiced through electoral representation and armed struggle. Courtheyn explores the meaning of peace and territory, while also interrogating the role of race in Colombia’s war and the relationship between memory and peace. Amid the widespread violence of today’s global crisis, Community of Peace illustrates San José’s rupture from the logics of colonialism and capitalism through the construction of political solidarity and communal peace.
