Since the mid-1990s, thirty to forty-year-old nuclear power plants have been reaching their designed lifetimes. Many operating licenses, however, are being extended after regulators review safety considerations and environmental impacts associated with each extension. These regulatory reviews have become quite controversial, not just in the United States. I analyze a number of these in the United States and South Korea countries that are quite different in terms of their regulatory frameworks, electricity markets, safety requirements, and ways in which they engage the public in relicensing decisions. My findings are: 1) regulators, utility managers, nuclear professionals, and policy-makers in any country with aging nuclear plants are likely to face opposition from groups that do not trust the typical risk and safety assessment studies used to justify license renewals; 2) nuclear license renewal decisions are particularly prone to conflict if stakeholders are not involved early enough, and if they perceive that their concerns are repeatedly overlooked (on the grounds that only the results of professional risk modeling are valid); and 3) the credibility of license renewal decisions will hinge on site-specific information and local knowledge, not just generic national studies. Only if there is an earnest effort to engage potentially affected stakeholders, with the assistance of a neutral facilitator, can nuclear plant relicensing facilities be avoided. Stakeholders want an opportunity to focus on issues that are most important to them, particularly site safety, given the uncertainties involved in assessing the risks with continued operation of plants that had a limited design life.

For a country already uneasy about energy security, the 2011 earthquake and tsunami, which caused a nuclear catastrophe at the Fukushima nuclear power plant, turned pre-existing Japanese concern about the availability of energy into outright anxiety. The subsequent closure of many nuclear reactors meant Japan needed to replace lost power quickly and so had no choice but to secure additional fossil fuels, undermining Japanese diversification policy and increasing global and regional competition for energy. This switch has been at a cost to the already weak Japanese economy whilst the increase in fossil fuel consumption has caused a significant increase in greenhouse gas emissions. In this book Vlado Vivoda examines the drastically changed environment following the disaster in order to analyse Japan’s energy security challenges and evaluate Tokyo’s energy policy options. Looking at how the disaster exacerbated Japan’s existing energy security challenges, Vivoda considers the best policy options for Japan to enhance national energy security in the future, exploring the main impediments to change and how they might be overcome.

This monograph reviews the efficacy of economic statecraft vis- -vis North Korea, with a particular focus on the use of sanctions and inducements on the part of the United States in seeking to achieve nonproliferation and wider foreign policy objectives. Two structural constraints operate: North Korea's particularly repressive state, with a narrowing governing coalition; and the country's changing economic relations. As an empirical matter, there is little evidence that sanctions had effect, or did so only in conjunction with inducements. However, inducements did not yield significant results either, in part because of severe credibility and sequencing problems in the negotiations.
