Small island developing states (SIDS) are characterised by high economic, geographical and social vulnerability. These states are perceived as economically vulnerable, exhibiting poor economic performance, and embedding low levels of achieved well-being on most criteria. SIDS, which occupy very large parts of the world, face idiosyncratic development challenges largely owing to their susceptibility to external shocks. Still, these countries are all too often overlooked in the development research literature. Arising from a UNU-WIDER research project, this book provides in-depth research on the international dimensions of SIDS development experiences. Using a wealth of data, as well as case studies, the main topics examined comprise: aid, policies and growth; the costs of neglect, in terms of losses owing to a country falling into the fragile states group, of that country and those in its region; the composition of trade and the impact of external shocks, and the impact of remittances. The studies jointly provide valuable insights for small islands and other developing countries in the pursuit of sustainable growth and development. This book was published as a special issue of the Journal of Development Studies.

The contributions, written by well-established scholars, as well as emerging authors and practitioners, in the field, include conceptual papers, coherent methodological approaches, and case studies from the communities based in the Caribbean Sea and the Indian, Atlantic, and Pacific Oceans. In their introduction, the editors contextualise the book within the current literature. They emphasise the importance of stronger links between climate change science and policy in SIDS, both to increase effectiveness of policy and also boost scholarly enquiry in the context of whose communities are often excluded by mainstream research. Changes in agricultural and environmental practices can contribute to the emergence of agricultural drought conditions. Unsustainable land-use practices, such as soil degradation, deforestation, and the destruction of wetlands, can lead to decreased water availability and increased runoff. Additionally, certain agricultural practices like large-scale irrigation and the cultivation of water-intensive plant species can further deplete water resources, leaving less water available for other purposes and diminishing groundwater levels. In Small Island Developing States (SIDS) such challenges can easily become critical vulnerabilities. Their remoteness and sensitive ecosystems enhance their exposure to natural hazards, while their limited access to resources and high import costs often leave them with limited opportunities for economic diversification. The report, a result of the collaboration between FAO and IIED, sheds light on the critical challenges of the agriculture sector in SIDS and provides insightful recommendations stemming from the broad consultations carried out in selected countries. It identifies key areas for policy interventions and technical approaches and supports stakeholders in defining effective measures for drought risk resilience through improved land and water management.

This book summarizes approaches that integrate the environmental, economic, and physical domains with the values, and needs of the population are necessary to develop sustainable strategies that will enhance the resilience of small islands, within the context of inter-island differences in geology, ecology, societal attitudes, governance, and human and economic resources. The impacts of coastal damage and flooding are predicted to worsen during this century due to rising sea levels and increases in the frequency and intensity of storms. The usual approach to coastal protection in Small Island Developing States (SIDS) in the Caribbean is to view both the hazards and the solutions from the “Ocean Side” perspective and to react with “hard” engineering solutions. These structural engineering approaches prevent damage and disruptions to services associated with predictable events but leave communities vulnerable to future events that do not follow historical trends. Furthermore, engineered structures do not adequately address the systemic nature of climate change nor account for compounding threats (e.g., coincidence of hurricane season and global pandemics). To move from this traditional strategy for managing risks from coastal hazards, we need to consider a portfolio of solutions that enhance island protection and community resilience. Nature-Based Solutions (NBS) are gaining attention as practical and cost-effective approaches for mitigating climate-based stressors. However, deployment of NBS strategies requires spatial coordination within the context of “ridge to reef” or integrated water resource management (IWRM) approaches that include the creation of conditions for social acceptance, equity, effective governance, and financial incentives.
