Much analysis of state building focusses on dissecting specific projects and attempting to identify what has gone ’wrong’ in states such as Afghanistan and Iraq. What draws less attention is what has gone ’right’ in non-interventionist statebuilding projects within 'unrecognised’ states. By examining this model in more depth a more successful model of statebuilding emerges in which the end goal of modern democracy and good governance are more likely to be realized. Indeed 'states-within-states’ such as Somaliland where external intervention in the statebuilding process is largely absent can provide vital new lessons. Somaliland is a functioning democratic political entity in northwestern Somalia which declared its independence from the troubled south in 1991 and then embarked on an ambitious project to create a democratic government and successful state in the post-conflict environment. The leaders and the people of Somaliland have since succeeded not only in maintaining peace and stability, but also in building the institutions of government and the foundations for democracy that have led to a succession of elections, peaceful transfers of power and a consolidation of democratization. The resulting state of Somaliland is widely hailed as a beacon of success within a politically turbulent region and provides a useful framework for successful statebuilding projects throughout the world.

This volume examines and evaluates the impact of international statebuilding interventions on the political economy of post-conflict countries over the past 20 years. While statebuilding today is typically discussed in the context ofpeacebuilding and ‘stabilisation operations, the current phase of interest in external interventions to (re)build and strengthen governmental institutions can be traced back to thegood governance policies of the International Financial Institutions (IFIs) in the early 1990s. Fragile states pose major development and security challenges. Considerable international resources are therefore devoted to state-building and institutional strengthening in fragile states, with generally mixed results. This volume explores how unpacking the concept of fragility and studying its dimensions and forms can help to build policy-relevant understandings of how states become more resilient and the role of aid therein. It highlights the particular challenges for donors in dealing with ‘chronically’ (as opposed to ‘temporarily’) fragile states and those with weak legitimacy, as well as how unpacking fragility can provide traction on how to take ‘local context’ into account. Three chapters present new analysis from innovative initiatives to study fragility and fragile state transitions in cross-national perspective. Four chapters offer new focused analysis of selected countries, drawing on comparative methods and spotlighting the role of aid versus historical, institutional and other factors. It has become a truism that one-size-fits-all policies do not work in development, whether in fragile or non-fragile states. This is should not be confused with a broader rejection of ‘off-the-rack’ policy models that can then be further adjusted in particular situations. Systematic thinking about varieties of fragility helps us to develop this range, drawing lessons – appropriately – from past experience. This book examines the European Union’s everyday statebuilding practices, using the case of Kosovo as an example of how it uses informal practices to influence local actors. The objective of the book is to explain how the EU operates as a statebuilding actor in the everyday context, outside its zone of comfort. It illustrates the EU’s dynamics of dealing with the local actors through everyday practices, which are understood as informal means or practices of interaction with the local actors in the framework of three key issues of relevance for statebuilding process for the EU: rule of law, reforming public administration and resolving bilateral disputes. The book shows how the EU utilizes everyday practices to influence decision-making process on the part of the government in order to ensure a particular outcome, be that diffusing a norm or promoting its own interests; in doing so, it gives an important insight into what these interests actually are in practice. In providing an insight into how the EU works as a statebuilding actor in practice in the everyday context, it unmasks factors that facilitate the EU’s influence on other countries that it considers to be ‘ailing’, such as Kosovo, in order to secure desired behaviours, decisions, and actions on the part of the local government.
