The book examines ASEAN's mechanisms in managing challenges and threats to regional security. Its extensive analyses of the ASEAN story of managing regional security cover the different phases of ASEAN's development as a regional organization and explore the perceptible changes that have occurred in regional mechanisms of conflict management. The book also examines the roles of relevant actors beyond the states of ASEAN and the key interactions that have evolved over time, which have been instrumental in moving regional mechanisms beyond the ASEAN way. The book argues that the ASEAN way has not been impervious to change. As the association finds its way through periods of crises and continues to confront the many challenges ahead, ASEAN and its mechanisms are already being transformed beyond the narrow confines of the modalities associated with the ASEAN way. This research addresses a prominent puzzle in Southeast Asia concerning the existence of a number of protracted ethnic conflicts. The focus is on the question why these conflicts have remained unresolved for decades, and this is in spite of a generally peaceful political environment in the region. The aim of this research is to identify a possible answer to the question and this is linked to how Association of Southeast Asian Nations (ASEAN), more specifically the ‘ASEAN way’ deals with these conflicts. I hypothesize that The ‘ASEAN way’ with its emphasis on sovereignty, non-interference, and consensus has failed to resolve ethnic and religious conflicts. The theoretical framework is based on Walter’s theory of credible commitment and third party guarantee. To verify this hypothesis I shall be using data from four case studies from different countries within the region. Analysis will be based on George and Bennett’s case study comparisons and process tracing. Regarding the case studies, one has seemingly been resolved and one partially resolved, and both have the benefit of third party actors and security guarantees of some sort, which confirms Walter’s theory. One remains unresolved, while the fourth case is a stand-alone case where the government insisted on its own approach. In all cases, we only see minimal ASEAN peace contribution. Critics of ASEAN are quick to lay the blame on the ‘ASEAN way’ for preventing it to play an active role in mediating in the conflicts. It is generally true that sovereignty and non-interference prevents ASEAN from getting involved in members’ internal affairs and its consensus decision making means ‘sensitive’ and complicated matters are unlikely to be raised. However, it seems too simplistic to hold the ‘ASEAN way’ totally accountable. There are several important factors that need to be taken into account and these include the complex, deep-rooted nature of the conflicts with one dating back to a few centuries ago, insistence of the affected country to do things on their own, information asymmetries, existence of ‘spoilers’ and ASEAN’s weak institutional setup. ASEAN was not setup as a conflict resolution body and proposals to form an ASEAN peace keeping force has been rejected, so it would not have the expertise and the organizational backup to perform the work of a third party to provide credible commitment and security guarantees, as envisaged by Walter. Unless ASEAN can overcome these two ‘weaknesses’ it is unlikely to play the role of an active third party mediator. While ASEAN as a whole has not taken up a third party role, its individual members, mainly Malaysia and Indonesia, have taken up third party roles. Thus the ‘ASEAN way’ even though it emphasizes on sovereignty and noninterference, does not prevent its members from getting involved in another member’s internal affairs, provided they have the consent of the affected country.

ASEAN has declared its intention to create a security community in Southeast Asia that is people-orientated. This book evaluates ASEAN's progress, and in doing so examines three matters of concern. The book firstly looks at the importance of constitutive norms to the workings of security communities, by identifying ASEAN's constitutive norms and the extent to which they act as a help of hindrance in establishing a security community. It then moves on to how ASEAN has interpreted people-orientated as empowering civil society organisations to be community stakeholders. The book discusses the uncertainty between how ASEAN envisages their role, and the role they themselves expect to have. Civil society actors are seeking to influence what sort of community evolves and their ability to interact with the state elite is evaluated to determine what interpretation of people-oriented is likely to emerge. Thirdly, in order to make progress ASEAN has sought to achieve cooperation among its member states in functional areas. The book examines this interest in functional cooperation through case studies on human rights, HIV/AIDS and disaster management. By discussing the notion of ASEAN being people-orientated, and how it engages with 'the people', the book provides important insights into what type of community ASEAN in building, as well as furthering our understanding on security communities more broadly.

Seminar paper from the year 2010 in the subject Politics - International Politics - Topic: International Organisations, grade: 1,0, Arizona State University (School Of Politics And Global Studies), course: International Relations of Asia, language: English, abstract: In 2007, the Association of Southeast Asian Nations (ASEAN) had its 40th anniversary and ratified in the same year its first annual charter which adjusted the organization's principles towards a more rule-based regional community (i.e. in the fields of political/security, economy and social-culture) with increased institutional instruments such as dispute settlements and international law discretionary (see below). Coincidently in the same year, one of the newest members of ASEAN, Myanmar, caused world-wide attention with its brutal crack down of a peaceful monk-led demonstration against the ruling military junta. While these two events happen to happen coincidently, it indicates the huge contradiction and paradoxical circumstances within ASEAN. Especially, since it was not the first time that Myanmar was the reason for internal disputes and anger over the behaviour of one of the organizations members. Moreover, the organisation embarrassed itself due to its inability to deal properly with the problem (see Haacke 2008 and McCarthy 2008). While many authors believe that ASEAN lacks institutional instruments to handle misbehaviour and international law violation by a member state (see Haacke 2003, Tay 1997 or Simon 2008), other author's see the member state's perception and own commitment to the organisation as lacking and thus unable to unify in order to establish a common consensus on the issue (see Haacke 2008, McCarthy 2008 or Wah 2007).
